Job Overview:
The National HR Officer (Organizational Design and Classification) plays a crucial role in supporting the implementation of the Organization’s Job Classification and Organizational Design Frameworks. This position is responsible for ensuring that these frameworks are effectively integrated with workforce capacity planning and client service delivery. The officer will coordinate and provide operational services to internal stakeholders, utilizing AI tools and data-driven insights to enhance accuracy and decision-making. The successful candidate will ensure that Position Descriptions (PDs) are correctly classified and aligned with organizational structures, adhering to IOM and UN standards. The role involves conducting detailed analyses of PDs to determine proper classification and ensuring that PDs are updated and consistent with actual duties and responsibilities. The officer will also provide technical advice to Hiring Managers and HR staff on classification procedures and job evaluation criteria, analyze organizational structures, and document the organizational design process.

Duties and Responsibilities:
The duties and responsibilities of the National HR Officer include: conducting detailed analyses of Position Descriptions (PDs) to determine proper classification; ensuring PDs are updated and aligned with actual duties; providing technical advice to Hiring Managers and HR staff on classification procedures; analyzing organizational structures and documenting the organizational design process; participating in the development of Job Families and frameworks on Position Management; developing Generic PDs for various Job Families; conducting classification and organizational design exercises; supporting organizational reviews and restructuring efforts; advising on the implications of changes in organizational structure; contributing to the development and revision of classification policies and tools; preparing training materials and conducting training for HR staff; serving as a resource person on classification matters; reviewing classifications for consistency and compliance; monitoring classification metrics; coordinating with other divisions to ensure consistency; participating in relevant meetings and forums; maintaining classification databases; preparing reports and documentation on classification activities; and performing other duties as assigned.

Required Qualifications:
The required qualifications for the National HR Officer position include a Master’s degree in HR, Business Administration, Psychology, Social Sciences, or related fields with two years of relevant professional experience, or a Bachelor's degree in the aforementioned fields with four years of relevant professional experience. Candidates must have progressively responsible experience in HR Management, proven experience in leveraging AI to optimize HR processes, and experience working in a multicultural environment. Desirable qualifications include experience working with UN agencies or international organizations, strong knowledge of job evaluation and classification methodologies, and hands-on experience conducting Job Evaluation exercises.

Educational Background:
Candidates must possess a Master’s degree in HR, Business Administration, Psychology, Social Sciences, or related fields from accredited universities listed in the UNESCO World Higher Education Database. Alternatively, a Bachelor's degree in the same fields is acceptable with additional relevant professional experience.

Experience:
Candidates should have progressively responsible experience in HR Management, with a proven track record of leveraging AI to enhance operational efficiency. Experience in a multicultural environment is essential, and experience working with UN agencies or international organizations is desirable. Candidates should also have hands-on experience in conducting Job Evaluation exercises and applying the UN Master Classification Standards.

Languages:
The mandatory language requirement for this position is proficiency in English. Knowledge of additional languages, particularly those relevant to the region or the organization's operations, is considered an asset and may enhance a candidate's application.
