Job Overview: The Shelter Technical Officer (Renewable Energy) plays a pivotal role in the Norwegian Refugee Council's efforts to deliver renewable energy and shelter projects in Libya. This position is responsible for the technical oversight of solar energy and construction-related activities, ensuring that all operations comply with NRC's standards, national regulations, and humanitarian principles. The Officer will work towards achieving NRC's goals of providing safe, inclusive, and sustainable energy access to households, schools, and essential community infrastructure in the Libya West Area. The role involves preparing technical documentation, leading the design and installation of solar energy systems, and ensuring quality assurance through field supervision. The Officer will also engage with local communities to promote inclusive participation in project activities, ensuring that the needs of women, youth, and persons with disabilities are prioritized.
Duties and Responsibilities:
Prepare complete technical packages for renewable energy and shelter interventions, including designs, bills of quantities (BoQs), drawings, scopes of work (SoW), and technical specifications that meet NRC and donor standards.
Lead the design, installation, and commissioning of solar energy systems for households and public infrastructure.
Conduct regular field visits to monitor, supervise, and verify the quality of installations and construction works, ensuring compliance with safety standards and project timelines.
Conduct technical assessments and propose corrective actions to address any quality or safety issues identified during field visits.
Provide day-to-day technical support to Shelter and Renewable Energy teams, coordinating closely with Logistics and Procurement for material quality verification and timely delivery.
Enforce compliance with NRC’s safety protocols, national regulations, and international standards, ensuring safe worksites and adherence to health, safety, and security" style="border-bottom: 1px dotted #007bff !important;">security (HSS) procedures.
Maintain detailed technical files, prepare payment packages, and submit timely progress reports to management.
Ensure project activities uphold NRC’s Safe and Inclusive Programming (SIP) standards, focusing on safety, meaningful access, accountability, and participation.
Coordinate with local communities and stakeholders to ensure transparent communication and inclusive participation in project activities.
Required Qualifications:
University degree in Electrical, Energy, Renewable Energy Engineering, or a related technical field.
Minimum of 4 years of professional experience with renewable energy systems or infrastructure projects, preferably with UN agencies, international non-governmental organizations (INGOs), or the private energy sector.
Proven experience in energy audits, system sizing, installation, and commissioning of renewable energy systems.
Strong understanding of technical design tools and field supervision methods.
Excellent technical writing and communication skills, with the ability to meet reporting deadlines and manage multiple priorities under pressure.
Educational Background: Candidates must possess a university degree in Electrical, Energy, Renewable Energy Engineering, or a related technical field. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to effectively design and implement renewable energy systems and shelter projects.
Experience: The position requires a minimum of 4 years of professional experience in renewable energy systems or infrastructure projects. This experience should preferably be gained while working with UN agencies, INGOs, or within the private energy sector. Candidates should demonstrate a strong track record of direct implementation and supervision of renewable energy or shelter projects, showcasing their ability to manage complex technical tasks and engage with diverse stakeholders.
Languages: Fluency in both Arabic and English, both written and spoken, is mandatory for this position. This language proficiency is crucial for effective communication with local communities, stakeholders, and team members. Additionally, strong technical writing skills are necessary to prepare reports and documentation. Knowledge of other languages may be considered an asset but is not required.
Additional Notes: This position is likely to be full-time and may involve working in challenging environments due to the nature of NRC's operations in conflict-affected areas. The role may require travel within Libya to various project sites, and candidates should be prepared for fieldwork.
