Job Overview:
The Oversight and Quality Assurance Engineer will play a crucial role in the Flood Recovery Programme (FRP) in Pakistan, particularly in the Larkana Division of Sindh. This position involves ensuring the quality and timely implementation of field activities related to the rehabilitation and recovery of education services for flood-affected populations. The engineer will work closely with UNDP teams, government officials, local beneficiaries, and contractors to ensure compliance with quality standards set by UNDP, the government, and donors. The role requires a client-oriented approach and the ability to work effectively with diverse cultural backgrounds, ensuring high-quality, accurate, and consistent work throughout the project lifecycle. The engineer will be responsible for data collection, quality assurance, oversight, and coordination of all civil and solar works related to the FRP.

Duties and Responsibilities:
The duties and responsibilities of the Oversight and Quality Assurance Engineer include: assisting the UNDP engineering team in planning and conducting technical inspections, documenting potential changes to design plans, supervising and monitoring construction sites in Larkana, ensuring quality assurance of ongoing civil work, setting weekly targets, providing constructive feedback to address challenges, undertaking regular site visits, developing and sharing site inspection reports, maintaining photographic documentation of construction sites, providing technical input into feasibility studies and civil project proposals, and performing any other relevant tasks assigned by the Project Engineer.

Required Qualifications:
Candidates for the position must possess a strong background in civil engineering or a related field, with a focus on construction management and quality assurance. They should have a thorough understanding of construction processes, standards, and regulations, as well as experience in project management and oversight. Strong analytical and problem-solving skills are essential, along with the ability to communicate effectively with diverse stakeholders. The ideal candidate should demonstrate a commitment to quality and excellence in their work, with a proactive approach to addressing challenges and ensuring project success.

Educational Background:
A bachelor's degree in civil engineering, construction management, or a related field is required for this position. Advanced degrees or certifications in project management or quality assurance are advantageous and may enhance a candidate's qualifications.

Experience:
The position requires a minimum of 3-5 years of relevant experience in civil engineering, construction oversight, or quality assurance roles. Experience working on infrastructure development projects, particularly in disaster recovery or humanitarian contexts, is highly desirable. Familiarity with UNDP policies and procedures, as well as experience in working with government agencies and local communities, will be beneficial.

Languages:
Fluency in English is mandatory, as it is the working language of UNDP. Proficiency in Urdu or other local languages spoken in Sindh is highly desirable, as it will facilitate communication with local stakeholders and beneficiaries.

Additional Notes:
This is a national UNV assignment, and the selected candidate will be responsible for arranging their own housing and living essentials. The Volunteer Living Allowance (VLA) provided is PKR 183,920 per month, which is intended to cover housing, utilities, and normal living expenses. The position includes life health and permanent disability insurance, health insurance for up to three dependents, and a resettlement allowance for satisfactory service. The assignment may require travel to other locations in Pakistan as advised by the Project Engineer.
