Job Overview: The Area Programme Manager (APM) for Myanmar is a pivotal role within the Norwegian Refugee Council, responsible for overseeing the implementation of integrated programs in Rakhine State. The APM will represent NRC at various coordination forums and will be tasked with ensuring that both NRC and its partners meet their programmatic objectives. This position requires a strategic mindset, as the APM will play a key role in developing strategies and programs for the Country Office. The APM will report directly to the Area Manager and will be a vital member of the Area Management Team (AMT) as well as the extended Country Management Group. Additionally, the APM will have a technical reporting line to the Head of Programme (HoP) and will be involved with the Country Office Programme Unit (PU). The role demands a proactive approach to program development and implementation, ensuring compliance with NRC policies and donor standards while maintaining high technical quality in program delivery.
Duties and Responsibilities: The duties and responsibilities of the Area Programme Manager include but are not limited to:
Providing line management for project managers within the Country Office, ensuring effective leadership and support.
Ensuring compliance with NRC policies, guidance, and procedures across all programs.
Overseeing program support for integrated programs, ensuring coordination and technical quality at the Area Office level.
Contributing area-specific insights relevant to the development of Core Competency (CC) strategies.
Ensuring compliance with donor standards, managing grants effectively, and providing regular reporting to donors.
Identifying funding opportunities and developing a comprehensive funding strategy and forecasts for the area.
Managing grants and Business Process Optimization (BPO) allocations within the Area.
Engaging in regular travel to project sites and Yangon for coordination purposes, which is estimated to be around 30% of the time.
Required Qualifications: Candidates must possess a minimum of 4 years of experience in a management position within a humanitarian or recovery context. They should have a proven track record of working in complex and volatile environments, demonstrating core competency expertise. Additionally, candidates must provide documented results related to the responsibilities of the position and possess a clear understanding of their own leadership skills and profile. Fluency in English, both written and verbal, is mandatory for this role, as effective communication is essential in this position.
Educational Background: The educational background required for the Area Programme Manager position includes a relevant degree in a field related to humanitarian work, international development, or a similar area. Candidates with advanced degrees or specialized training in program management, humanitarian response, or related disciplines will be viewed favorably. Continuous professional development and training in relevant areas will also be considered an asset.

Additional Notes: The duty station for this position is Sittwe, Rakhine State, Myanmar, with a contract duration of 12 months, subject to renewal based on funding availability and performance. The role involves approximately 30% travel to project sites and Yangon for coordination purposes. The salary for this position is classified as Grade 9 on NRC’s Myanmar salary scale, accompanied by terms and conditions that reflect the organization's commitment to fair compensation.
