Job Overview:
The Field Coordinator serves as the delegated director" style="border-bottom: 1px dotted #007bff !important;">Country Director for a specific region in Myanmar where Solidarités International operates. This role involves proposing a regional strategy that aligns with the geopolitical and humanitarian context and ensuring its implementation upon validation. The Field Coordinator is responsible for overseeing that projects are executed in accordance with the Solidarités International charter and all internal and contractual procedures. This position requires mobilizing necessary material and financial resources for program operations and supervising resource management. Additionally, the Field Coordinator coordinates the teams in the assigned zone and is responsible for their security, as well as for liaising with local actors, including UN agencies, authorities, and other international NGOs. The role is particularly challenging due to limited entry for expatriates into the country and the need for monthly travel authorizations to access camps, which have not been granted consistently since April 2022, necessitating remote work and supervision.

Duties and Responsibilities:
The Field Coordinator's duties include:
  • Developing and proposing a regional strategy based on the humanitarian context.
  • Ensuring the implementation of projects in compliance with the organization's charter and procedures.
  • Mobilizing material and financial resources for program execution.
  • Supervising resource management and ensuring the security of teams in the assigned region.
  • Coordinating with local actors, including UN agencies and authorities.
  • Completing ongoing WASH programming in Sittwe camps.
  • Adjusting the operational setup in Rakhine/Sittwe to meet evolving needs.
  • Rolling out and revising the contingency plan for Rakhine/Sittwe.
  • Collaborating with the Country Director and Grants Coordinator to identify new funding opportunities. 1
  • Building the capacity of senior program staff to ensure compliance with donor and internal procedures.

Required Qualifications:
Candidates must possess a university-level degree, preferably a Master’s degree in International Affairs, Humanitarian or Development studies. They should have at least 5 years of experience in the humanitarian sector, with 0 to 2 years in similar positions. Technical skills required include area and humanitarian coordination, access and security management, and providing technical assistance to cross-functional teams, including Logistics, HR, and Finance, particularly in WASH programming. Candidates should also demonstrate the ability to take initiatives and lead programming evolution in Rakhine, engage in external coordination, and ensure accountability to affected populations.

Educational Background:
The educational background required for this position includes a university-level degree, with a preference for a Master’s degree in fields related to International Affairs, Humanitarian or Development studies. This educational foundation is essential for understanding the complexities of humanitarian work and the socio-political contexts in which SI operates.

Experience:
The position requires a minimum of 5 years of experience in the humanitarian sector, with a specific focus on roles that involve humanitarian coordination and management. Candidates should have 0 to 2 years of experience in similar positions, indicating a need for both seasoned professionals and those who are relatively new to leadership roles in humanitarian contexts.

Languages:
Fluency in English is mandatory for this position. Knowledge of Burmese is desirable, while proficiency in French is considered an asset, particularly since some of SI's funding comes from French donors. This multilingual capability is crucial for effective communication with diverse stakeholders and beneficiaries.

  • The role is based in Sittwe, with the possibility of being located in Yangon if access constraints arise. The compensation package includes a gross monthly salary starting from EUR 2800, a monthly per diem of USD 500, and coverage for accommodation and travel expenses. During the assignment, there is a system of alternating work and time off, with breaks every three months and an additional rest day for each month worked. Expatriates will also benefit from a comprehensive insurance package covering healthcare expenses and essential vaccinations. Living conditions in Sittwe may be challenging, with limited electricity and internet access, while Yangon offers better living conditions with more amenities.
