Job Overview: The RKS Finance Manager will report directly to the RKS Field Coordinator and will be responsible for managing the finance team at the base, which currently includes a deputy finance manager, a finance supervisor, an accounting officer, and two cashiers. The role involves building the capacity of the finance team, setting clear objectives, and ensuring effective cash flow management and bookkeeping for all transactions. The Finance Manager will also be responsible for budgetary and financial monitoring, participating in key internal meetings, and maintaining regular communication with line and functional managers. Given the current security context and access limitations, the position may require remote management and supervision, particularly in the initial months of the assignment.
Duties and Responsibilities:
Oversee the overall management of the finance team, ensuring that each member has clear objectives and an action plan.
Build the capacity of the finance team through training and development initiatives.
Ensure qualitative cash flow management and accurate bookkeeping for all transactions at the base.
Monitor budgetary compliance and financial reporting, ensuring that all financial activities align with organizational standards.
Organize monthly budget follow-up meetings and train managers in proper budget management and forecasting.
Participate in strategic planning for the RKS programming, particularly in anticipation of funding cuts.
Report on achievements and challenges during internal meetings, maintaining open lines of communication with management.
Adapt to remote working conditions and manage the finance team effectively despite access constraints.
Address risks of fraud and corruption through strong management practices and adherence to standard operating procedures.
Required Qualifications:
A Master's Degree or equivalent in finance, accounting, or business administration.
A minimum of 5 years of experience in the humanitarian sector, with at least 5 years in a similar finance management role.
Proven experience in administrative and financial management for an international NGO, with a minimum of three years in a leadership position.
Strong knowledge of Excel and financial management software such as SAGA.
Demonstrated experience in team management and leading finance departments remotely.
Excellent interpersonal and intercultural skills, with the ability to work autonomously under pressure.
Educational Background: Candidates must possess a Master's Degree or equivalent in finance, accounting, or business administration. This educational background is essential for understanding complex financial systems and managing financial operations effectively within the humanitarian context.
Experience: The position requires a minimum of 5 years of experience in the humanitarian field, with at least 5 years in a similar finance management role. Candidates should have prior experience in administrative and financial management for an international NGO, demonstrating their ability to lead finance teams and manage financial operations effectively, especially in challenging environments.
Languages: Fluency in English is mandatory for this position, while proficiency in Burmese is considered a strong asset. The ability to communicate effectively in both languages will enhance the candidate's ability to work within the local context and engage with team members and stakeholders.

The role is based in Sittwe, Myanmar, but may require remote working due to access constraints. The salary starts from EUR 2310 gross per month, which includes a base salary and an annual leave allowance. Additionally, a monthly per diem of USD 500 is provided, along with accommodation and travel expenses covered by SI. Expatriates will also benefit from a comprehensive insurance package covering healthcare expenses and essential vaccinations. Living conditions in Sittwe may be challenging, with limited access to electricity and internet, and a curfew in place.
