Job Overview:
The Logistics Technical Assistant (Procurement) plays a crucial role in ensuring that all procurement processes are compliant with the Logistics Handbook, NRC policies, and donor requirements. This position is essential for maintaining the flow of goods and services necessary for the organization's operations in Sittwe, Rakhine. The assistant will be responsible for obtaining quotations from local markets, liaising with suppliers for timely deliveries, and ensuring that all supplies received are in good condition and properly documented. The role also involves updating stock movements, coordinating vehicle maintenance, and preparing payment requests for various operational expenses. The assistant will work closely with the Logistics Officer and the program team to ensure efficient vehicle movement and compliance with safety rules. This position requires a proactive approach to problem-solving and the ability to adapt to changing operational needs.

Duties and Responsibilities:
The Logistics Technical Assistant will have a variety of duties and responsibilities, including but not limited to: ensuring compliance with procurement processes, obtaining quotations from local suppliers, liaising with suppliers for timely delivery of goods, receiving and inspecting supplies, distributing materials according to procedures, updating stock records, maintaining NRC vehicles, preparing payment requests for procurement and operational expenses, responding to spot checks for transparency, coordinating vehicle movement with program teams, and maintaining good communication with external suppliers and other departments. The assistant will also be responsible for preparing requisitions for spare parts, reporting any vehicle accidents or breakdowns, and assisting with any other operational needs as requested by the line supervisor.

Required Qualifications:
Candidates must possess a diploma in a related field or have relevant practical experience in procurement and logistics. Experience working in complex and volatile contexts is desirable but not essential. Candidates should have documented results related to the responsibilities of the position and a working knowledge of English, both written and spoken. Additionally, candidates should demonstrate the ability to prioritize tasks, work under pressure, and maintain honesty and transparency in dealings with suppliers.

Educational Background:
A diploma in a relevant field is required for this position, along with any additional training courses that may be pertinent to procurement and logistics. The educational background should provide a solid foundation for understanding the complexities of procurement processes and logistics management.

Experience:
Candidates should have experience working in procurement and logistics, with a preference for those who have worked in challenging environments. Previous experience in similar roles will be beneficial, particularly in understanding the nuances of working in humanitarian contexts.

Languages:
A working knowledge of English is mandatory for this position, both written and spoken. Additionally, good communication skills in languages spoken in Rakhine and some proficiency in Burmese are advantageous, as they will facilitate better interaction with local suppliers and stakeholders.

Additional Notes:
The position is based in Sittwe, Rakhine, with a duty station that may require travel up to 25%. The contract duration is until December 2025, with the possibility of extension. This is a full-time position, and the successful candidate will be expected to work collaboratively with various departments and maintain a high level of accountability and transparency in all procurement activities.
