Job Overview:
Under the supervision of the Regional Finance Manager for the Middle East Pool, the mission will involve financial and accounting oversight for three Country Offices within the Pool. The role requires ensuring the quality of budget management in the countries, providing technical and strategic support in financial management, ensuring compliance with accounting standards for missions, contributing to regional action plans, operations, and the development of financial management frameworks and policies. Additionally, the position involves contributing to the recruitment of Financial Managers for missions and ensuring functional management of Finance Department Heads in the field.

Duties and Responsibilities:
  • Ensure the quality of budget management for the assigned countries, monitoring expenditures and ensuring adherence to budgetary constraints.
  • Provide technical and strategic support in financial management to country teams, helping them to optimize their financial resources.
  • Guarantee compliance with accounting standards and practices for all missions, ensuring that financial reporting is accurate and timely.
  • Contribute to the development and implementation of action plans for the region, aligning financial management practices with operational goals.
  • Assist in the recruitment process for Financial Managers for missions, ensuring that candidates meet the necessary qualifications and experience.
  • Manage the functional oversight of Finance Department Heads in the field, providing guidance and support as needed.
  • Analyze financial data and produce comprehensive reports for stakeholders, identifying trends and making recommendations for improvement.
  • Collaborate with other departments to ensure integrated financial planning and reporting.

Required Qualifications:
  • A minimum of a Bac+5 degree in Finance or a related field.
  • At least 5 years of professional experience in the field, preferably within an NGO setting.
  • Experience with Action contre la Faim is considered an asset.
  • Strong analytical skills with the ability to collect, interpret, sort, analyze, and synthesize financial data.
  • Proficiency in using accounting software and financial management tools.
  • Excellent problem-solving skills, with the ability to identify financial issues and formulate appropriate recommendations.
  • Strong communication skills, both verbal and written, particularly in English.

Educational Background:
Candidates must hold a Bac+5 degree in Finance or a closely related field, demonstrating a strong foundation in financial principles and practices. This educational background is essential for understanding the complexities of financial management within an international NGO context.

Experience:
The position requires a minimum of 5 years of relevant professional experience, which can be gained either in the field or at the headquarters of an NGO. This experience should include direct involvement in financial management, budget oversight, and compliance with accounting standards. Familiarity with the operational challenges faced by NGOs in various contexts is highly beneficial.

Languages:
Fluency in English, both spoken and written, is mandatory for this position due to the international nature of the work and the need for effective communication with diverse stakeholders. Knowledge of additional languages may be considered an advantage but is not required.

  • It is a full-time role based in Montreuil (Seine-Saint-Denis). The salary ranges from €41,000 to €50,000 gross annually, depending on experience. Employees are entitled to 25 days of paid leave per year and 21 days of RTT. Health coverage and other benefits include 80% coverage by ACF, salary maintenance during illness, maternity, and paternity leave, as well as transportation allowances covering 50% of the commuting costs. Employees also receive meal vouchers with 60% coverage by the organization. Telework is permitted for all employees within metropolitan territory, with no mandatory in-person presence required except for collective meetings and integration days.
