Job Overview:
The position of Engineer at WFP is critical for the management of engineering projects within the organization’s operations in Haiti. The engineer will be based in Port-au-Prince and will be responsible for overseeing the design and review of engineering projects, managing construction processes, and providing technical support to WFP operations. The role requires a commitment to ensuring that all projects adhere to high standards of quality and compliance with contractual obligations. The engineer will coordinate with field engineers and act as a liaison between WFP and construction companies, ensuring that all engineering activities align with the organization’s goals and standards. This position also involves site visits and fieldwork to monitor project progress and ensure adherence to safety and quality standards.

Duties and Responsibilities:
The engineer will have a comprehensive set of responsibilities, including but not limited to: developing architectural plans, technical specifications, cost estimates, work schedules, and contractual documentation tailored to specific site constraints and local conditions. The engineer will supervise construction work, coordinate project schedules, and serve as the primary point of contact between WFP and construction firms. Responsibilities also include providing management services for renovation and construction projects, preparing budgets and technical specifications for site-related work, and ensuring compliance with WFP standards for environmental efficiency and cost-effectiveness. The engineer will be responsible for verifying and evaluating completed work before delivery, coordinating with third-party contractors, and managing on-site teams. Maintaining detailed records, including correspondence, inspection reports, and financial documents, is essential. The engineer will oversee the quality and timelines of construction and rehabilitation work, ensuring compliance with specifications and budget constraints, and will provide guidance to contractors and consultants, including evaluating proposals and methodologies. The role also involves preparing technical assessments and contractual documents, supporting procurement processes, and conducting field missions for project monitoring, including emergency operations.

Required Qualifications:
Candidates must possess a university degree in civil engineering, construction management, or a recognized equivalent. A minimum of five years of proven experience in engineering, specifically in the design and construction/rehabilitation of buildings and community infrastructure, is required. Experience with design software such as AutoCAD and Sketchup is essential, along with knowledge of health and safety regulations and quality control processes. Proficiency in office software, particularly Microsoft Office suites, and familiarity with FIDIC standard contracts and construction contract management processes are also required.

Educational Background:

This educational background is essential for understanding the technical aspects of engineering projects and for effectively managing construction processes.

Experience:
The position requires a minimum of five years of relevant experience in engineering, particularly in the design and construction or rehabilitation of buildings and community infrastructure. Candidates should have a strong background in project management and engineering practices, with a proven track record of successfully delivering projects on time and within budget. Experience in the humanitarian sector is considered an asset, as it demonstrates the ability to work in complex and dynamic environments.

Languages:
Fluency in both English and French is mandatory, with strong oral and written communication skills in both languages. This bilingual proficiency is crucial for effective collaboration and communication within the diverse teams at WFP and with external stakeholders.
