In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment: > Division for the Advancement of Women (DAW) > International Research and Training Institute for the Advancement of Women (INSTRAW) > Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI) > United Nations Development Fund for Women (UNIFEM) The main roles of UN Women are: > To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms. > To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society. > To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

Job Overview:
The Programme Analyst position is situated within the Strategy, Planning, Resources and Effectiveness Division (SPRED) of UN Women. This role is crucial for integrating corporate strategy, resources, and performance measurement to enhance decision-making processes that drive the implementation of UN Women’s Strategic Plan. The Programme Analyst will act as the secretariat for Country Office Strategic Notes, collaborating closely with Regional Strategic Planning Specialists and HQ colleagues. The position involves supporting the planning, monitoring, and reporting functions of the Strategic Planning Unit (SPU) and ensuring that all business units within UN Women adhere to the established corporate results architecture. The Programme Analyst will also engage in capacity development and knowledge management related to Results-Based Management (RBM), contributing to the overall effectiveness of UN Women’s strategic planning and reporting processes.

Duties and Responsibilities:
The Programme Analyst will provide technical and coordination support for the secretariat functions of the SPU, managing the strategic planning processes of Country Office Strategic Notes in accordance with the PMR policy. Responsibilities include coordinating strategic planning meetings, documenting key takeaways, and ensuring effective communication among Regional Offices and HQ Divisions. The analyst will maintain and update the strategic planning intranet pages, engage with Independent Evaluation, Audit and Investigation Services to incorporate relevant recommendations into the strategic planning process, and contribute to the quality assurance of Country Office Strategic Notes. Additionally, the role involves supporting the development of training materials for RBM capacity development, managing the RBM community of practice, and coordinating planning, monitoring, and reporting exercises for SPU and SPRED workplans. The incumbent will also perform other duties as necessary for the efficient functioning of the Office and the Organization.

Required Qualifications:
Candidates must possess an advanced university degree (master’s degree) in development-related disciplines, social sciences, political science, development studies, public administration, gender, or related fields. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. The position requires at least two years of relevant experience in international development, particularly in strategic planning and RBM at various levels. Experience in providing technical support to country offices for the development of strategic documents and program management is essential. Familiarity with Common Country Analysis and UN Cooperation Framework is required, along with proficiency in office software packages. Desirable qualifications include experience in developing RBM resources and tools, knowledge management, and working with development institutions.

Educational Background:
The educational background required for this position includes an advanced university degree (master’s degree) in relevant fields such as development studies, social sciences, political science, public administration, or gender studies. A first-level university degree may be accepted if accompanied by additional qualifying experience, emphasizing the importance of formal education in understanding the complexities of international development and gender issues.

Experience:
The Programme Analyst role necessitates a minimum of two years of relevant experience in international development, specifically in strategic planning and RBM. Candidates should have at least one year of experience providing technical support to country offices in developing strategic documents. Experience in program management and familiarity with UN processes and frameworks is also required. Additional desirable experience includes knowledge management and the development of training materials for strategic planning and RBM.

Languages:
Fluency in English is mandatory for this position, as it is the primary working language of UN Women. Proficiency in another UN official language is considered desirable, enhancing the candidate's ability to communicate effectively in a multilingual environment and engage with diverse stakeholders.
