Job Overview:
The Senior Supply Chain Associate position is crucial for the effective implementation of supply chain activities within IOM Bulgaria. This role is supervised by the Head of Office and the Resources Management Officer, and it involves coordinating with the Supply Chain Division at Headquarters. The primary responsibility is to ensure the delivery of quality goods and services to beneficiaries at optimal prices and in a timely manner. The Senior Supply Chain Associate will oversee the entire purchasing cycle, which includes revising purchase requests, organizing bidding processes, evaluating suppliers, and ensuring compliance with supply chain rules and procedures. This position also requires the individual to contribute to planning supply activities, supervise warehouse operations, and maintain a pool of qualified vendors. The role demands a proactive approach to identifying and analyzing market research related to service providers, implementing internal controls to safeguard assets, and collaborating with managers to develop procurement plans that optimize purchasing power. The Senior Supply Chain Associate will also be responsible for maintaining accurate records of supply activities and providing technical guidance to requisitioners on procurement instructions and procedures.

Duties and Responsibilities:
The duties and responsibilities of the Senior Supply Chain Associate include:
  • Coordinating and monitoring all activities of the purchasing cycle, including the revision and consolidation of purchase request forms.
  • Organizing bidding processes and evaluating bids to ensure compliance with IOM and Bulgarian procurement legislation.
  • Supervising the warehouse focal point and coordinating the planning of goods and services deliveries.
  • Compiling and analyzing information related to market research of national and international service providers.
  • Implementing internal control mechanisms to safeguard the organization’s assets and prevent fraud.
  • Collaborating with managers to develop procurement plans and optimize purchasing power.
  • Reviewing procurement requests and evaluating vendor performance in terms of quality, prices, and timely delivery.
  • Maintaining a pool of qualified vendors and actively participating in the solicitation of bids and quotations.
  • Preparing and issuing “Call for Proposals” and bidding documents for projects’ tendering processes. 1
  • Maintaining accurate records on supply activities and providing periodic reports. 1
  • Providing technical guidance to requisitioners on procurement specifications and procedures. 1
  • Participating in capacity building of staff and service providers on procurement processes. 1
  • Managing equipment and goods according to IOM rules, including registration and disposal processes. 1
  • Performing other duties as assigned by supervisors.

Required Qualifications:
The required qualifications for the Senior Supply Chain Associate position include:
  • A high school diploma with seven years of relevant experience, or a university degree in business administration, Supply Chain Management, Logistics, Procurement, Finance, Law, or related fields from an accredited institution with four years of relevant professional experience.
  • Certification in Procurement, Logistics, or Supply Chain Management is considered an advantage.
  • Fluency in Bulgarian (oral and written) is mandatory for effective communication with stakeholders.
  • Prior experience working on EU-funded programs/projects and familiarity with the Bulgarian legislative system regarding procurement is highly desirable.
  • Experience in procurement and logistics, as well as working with service providers and vendors, is essential.
  • Experience with asset management processes and training/coordinating teams is also required.
  • Previous work experience with international humanitarian organizations or governmental institutions in a multicultural setting is an advantage.

Educational Background:
Candidates must possess either a high school diploma with seven years of relevant experience or a university degree in a related field such as business administration, Supply Chain Management, Logistics, Procurement, Finance, or Law from an accredited academic institution. The educational institutions must be recognized by the UNESCO World Higher Education Database. Certification in relevant fields such as Procurement, Logistics, or Supply Chain Management is an added advantage.

Experience:
The position requires a minimum of four years of relevant professional experience for candidates with a university degree, or seven years for those with a high school diploma. Candidates should have prior experience working on EU-funded programs/projects and a strong understanding of the Bulgarian legislative system regarding procurement. Experience in procurement and logistics, working with service providers and vendors, and managing asset processes is essential. Additionally, experience in training and coordinating teams, as well as prior work with international humanitarian organizations or governmental institutions, is highly valued.

Languages:
Fluency in Bulgarian and English (oral and written) is required for this position. The ability to communicate effectively in both languages is essential for coordinating with various stakeholders. IOM’s official languages also include French and Spanish, and proficiency in these languages may be beneficial but is not mandatory. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
This position is subject to local recruitment, and only candidates holding a valid residence and work permit for Bulgaria will be considered. The appointment will be contingent upon certification of medical fitness, verification of residency, and necessary government authorizations. The selection process may be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months.
