Job Posting Organization: The position is located in the Office of the Director of the Division of Policy, Evaluation and Training Division (DPET) of the Department of Peacekeeping Operations at UN Headquarters. Job Overview: The Administrative Officer will play a crucial role in supporting the Director of DPET in managing the front office and overseeing various administrative functions. This position requires a strong understanding of peacekeeping operations and the ability to navigate complex administrative and human resource issues. The incumbent will be expected to provide expert advice on administrative matters, manage human resource activities, and ensure the effective implementation of budgetary and financial processes. The role also involves liaising with other departments and external partners to ensure that the division's objectives are met and that resources are utilized efficiently. The Administrative Officer will be responsible for ensuring that the division's work aligns with the strategic priorities of the Department of Peace Operations (DPO) and contributes to the overall mission of the UN.
Duties and Responsibilities: The Administrative Officer will be responsible for a wide range of duties, including:
Supporting the Director in managing the front office and advising on substantive and administrative issues.
Coordinating human resource activities, including recruitment, performance appraisal, and training.
Managing the preparation and implementation of the work program and budget, ensuring alignment with departmental priorities.
Assisting in the development of annual budget submissions and monitoring budgetary allocations.
Implementing support services, including procurement, travel, and communications.
Supervising staff and providing guidance on administrative and financial matters.
Producing complex reports for management and ensuring compliance with UN policies and procedures.
Performing other related duties as required, including operational travel programs and technology requirements.
Required Qualifications: Candidates must possess a strong understanding of administrative, budgetary, financial, and human resources policies and procedures. They should demonstrate the ability to apply UN administrative rules and regulations effectively. The role requires excellent analytical and evaluative skills, as well as the ability to identify issues and formulate recommendations. Candidates should exhibit professionalism, effective communication skills, and the ability to plan and organize work efficiently. A commitment to gender perspectives and equal participation in all areas of work is essential.
Educational Background: An advanced university degree (Master’s degree or equivalent) in business or public administration, international relations, finance, accounting, law, or a related area is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Experience: Candidates must have a minimum of seven years of progressively responsible experience in project management, administration, or a related social field. Experience working in a United Nations Front Office or similar environment is essential. Additionally, candidates should have experience in policy development, conducting evaluations, and training. Desirable experience includes at least five years in a peacekeeping operation or similar field presence, as well as experience in change management initiatives and developing partnerships with think tanks, academia, and NGOs.
Languages: English is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French is also a working language of the United Nations, and proficiency in French is considered an asset.
Additional Notes: This position is financed by the Support Account for Peace Operations for an initial period of one year, with the possibility of renewal subject to the availability of funds.
