Job Overview: The consultant will play a crucial role in the Global Effectiveness Review (GER) process, which serves as a strategic reflection point for UNICEF to assess the progress of its Strategic Plan and propose necessary adjustments. The GER aims to identify performance gaps and generate actionable solutions to enhance impact at scale. The consultant will work closely with the Strategic Planning and Corporate Analysis (SPCA) unit to conduct an analytical review of evidence, define strategic questions, and draft an analytical paper for senior management discussions. The position requires a strong analytical background and the ability to synthesize complex data into actionable insights that will guide UNICEF's strategic direction for the upcoming years.
Duties and Responsibilities: The consultant's primary responsibilities include:
Developing a concept note that outlines the initial assessment of datasets and methodologies for the GER process, due by December 11, 202
Reviewing evidence from Strategic Plan reporting and defining strategic questions to guide GER discussions, with a draft document due by March 1, 202
Conducting deep-dive analyses on topics for the GER meeting, culminating in a draft GER paper by May 1, 202
Creating a comprehensive package of slides and tables for the GER meeting, including data models used in the analysis, to be delivered by May 15, 202
The consultant will engage with various stakeholders across UNICEF to ensure a thorough and integrated analytical review, incorporating inputs from different divisions and regional offices.
Required Qualifications: Candidates must possess an advanced university degree in economics, public policy, public administration, statistics, international relations, or related fields. Strong quantitative training is essential, along with proficiency in statistical software such as R, Stata, Python, or SPSS. Experience in analyzing multiple datasets and proficiency in data visualization tools, preferably Power BI, are also required. The consultant should demonstrate the ability to synthesize complex information and present it clearly to diverse audiences.
Educational Background: An advanced university degree in a relevant field such as economics, public policy, public administration, statistics, or international relations is mandatory. This educational background should be complemented by strong quantitative skills and experience in data analysis.
Experience: The position requires proven experience in data analytics, particularly in analyzing multiple datasets and generating actionable insights. Candidates should have a track record of working on similar projects, ideally within international organizations or NGOs, and should be familiar with the strategic planning processes of large organizations.
Languages: Fluency in English, both written and spoken, is required. Additional language skills may be advantageous but are not mandatory for this position.

The position is remote, allowing for flexibility in work location. Candidates must complete their profiles in UNICEF's e-Recruitment system and submit their academic credentials along with a financial proposal detailing costs per deliverable and total lump-sum for the assignment. UNICEF will cover any emergent travel costs and daily subsistence allowances if travel is required. Selected candidates must have valid health insurance coverage and will undergo rigorous background checks.
