Job Overview:
The Consultant - Programme Policy Officer position at WFP involves a comprehensive range of responsibilities aimed at enhancing climate-resilient agricultural practices. The role requires a deep understanding of the institutional, regulatory, and policy frameworks that govern agricultural practices in the context of climate change. The successful candidate will lead and coordinate feasibility studies and analyses to assess the environmental, technical, and socio-economic viability of proposed agricultural practices. This position also entails organizing capacity needs assessments, conducting stakeholder consultations, and preparing detailed reports that inform project development. The consultant will be instrumental in drafting a full Green Climate Fund (GCF) funding proposal based on the initial concept note and terms of reference. The role demands a proactive approach to collaboration with various stakeholders and the ability to provide additional support as needed by the Country Office Management. The overarching goal of this position is to contribute to WFP's mission of ensuring effective humanitarian assistance and promoting sustainable agricultural practices that can withstand the challenges posed by climate change.

Duties and Responsibilities:
  • Conduct a desktop review of the institutional, regulatory, and policy settings, including stakeholder mapping and identification of institutional and capacity gaps.
  • Lead and coordinate the feasibility study and analysis of climate-resilient agricultural practices, ensuring the production of deliverables that assess environmental, technical, and socio-economic feasibility.
  • Organize and coordinate capacity needs assessments, providing a comprehensive report on the findings.
  • Undertake stakeholder consultations and prepare a detailed stakeholder consultation report.
  • Lead and coordinate the preparation of a full GCF funding proposal for the project, adhering to the submitted concept note and PPF application terms of reference.
  • Provide additional support as required or requested by the Country Office Management and/or the supervisor, ensuring alignment with WFP's strategic objectives and operational guidelines.

Required Qualifications:
Candidates must possess an advanced university degree in fields such as International Development, International Relations, Agriculture, Anthropology, Sociology, Social Research Methods, Social Sciences, or other relevant areas related to international development assistance. Alternatively, a first university degree combined with additional years of related work experience and/or relevant training or courses may be acceptable. The role requires a solid understanding of the Sustainable Development Goals (SDGs), particularly SDG2 and SDG17, and how WFP's work contributes to these goals. Familiarity with WFP policies and procedures, as well as the organization's mandate and strategic planning processes, is essential. Candidates should also demonstrate strong analytical and problem-solving skills, with the ability to produce high-quality written outputs and effectively present information in English or the local language.

Educational Background:
The educational background required for this position includes an advanced university degree in relevant fields such as International Development, International Relations, Agriculture, or Social Sciences. Candidates with a first university degree may also qualify if they have substantial relevant work experience or have completed additional training or courses in related areas. This educational foundation is crucial for understanding the complexities of climate change and food security project development.

Experience:
A minimum of 8 years of experience in climate change and food security project development is required for this position. Candidates should have a proven track record of successfully developing climate-related funding proposals and establishing contacts with partner organizations and companies. Previous experience working in international organizations or UN agencies is highly desirable, as it provides valuable insights into the operational frameworks and collaborative dynamics within such entities.

Languages:
Fluency in English (level C) is mandatory for this position, as it is the primary language of communication within WFP. Additionally, candidates should possess intermediate knowledge (level B) of a second official UN language, which may include Arabic, Chinese, French, Russian, or Spanish. Knowledge of Portuguese is considered desirable, given the location of the position in Sao Tome and Principe, and it may enhance communication with local stakeholders.
