Job Overview:
The Head of Office is a pivotal role within UNFPA, responsible for leading a country team in the development and management of a comprehensive country programme of cooperation with the government. This position requires a strategic leader who can effectively coordinate UNFPA activities, ensuring alignment with national priorities and the broader UN Sustainable Development Cooperation Framework (UNSDCF). The Head of Office will engage in high-level policy dialogue, advocate for UNFPA's priorities, and foster partnerships with various stakeholders, including government entities, civil society, and international organizations. The role demands a commitment to achieving transformative results in reproductive health and gender equality, while also managing a diverse team and ensuring a supportive work environment.

Duties and Responsibilities:
The Head of Office will be responsible for a wide range of duties, including but not limited to: leading the planning and management of UNFPA's country programme; conducting policy dialogues with government and development partners; ensuring the integration of UNFPA's priorities into national strategies; applying Results Based Management principles in programme development; promoting knowledge sharing and continuous learning; coordinating humanitarian actions; representing UNFPA at various meetings; managing strategic partnerships; leading resource mobilization efforts; supporting the Resident Coordinator and UN Country Team; managing the country team staff; ensuring compliance with UNFPA policies; and maintaining a safe and respectful work environment for all personnel.

Required Qualifications:
Candidates must possess an advanced degree in relevant fields such as Public Health, Medicine, Sociology, Demography, Gender Studies, International Relations, International Development, Economics, or Public Administration. Additionally, candidates should demonstrate a strong commitment to UNFPA's mission and values, with a proven track record in international development, particularly in population and reproductive health. Skills in advocacy, resource mobilization, and partnership development are essential, along with excellent communication abilities to represent the organization effectively.

Educational Background:
An advanced degree is required, preferably in disciplines related to public health, international development, or social sciences. This educational background should provide a solid foundation for understanding the complexities of reproductive health and development issues at both national and international levels.

Experience:
Candidates should have at least 7 years of progressively responsible professional experience in international development, with a focus on population and reproductive health. Experience in programme design and management, as well as demonstrated leadership abilities in managing teams and achieving results, is crucial. Familiarity with high-level advocacy and policy dialogue is also important, as is the ability to influence stakeholders effectively.

Languages:
Fluency in English and Portuguese is mandatory for this position, as these languages are essential for communication with stakeholders and partners in the region. Proficiency in additional languages may be considered an asset, enhancing the candidate's ability to engage with diverse populations and organizations.
