Job Overview:
The Finance Assistant position is crucial for the financial operations of the IOM mission in Beirut. Under the supervision of the Head of Office and the Senior Finance Assistant, the Finance Assistant will be responsible for managing petty cash, processing transactions, and ensuring compliance with financial regulations. The role requires meticulous attention to detail and the ability to handle multiple financial tasks efficiently. The Finance Assistant will also be involved in maintaining financial records, preparing reports, and providing support to the finance team. This position is essential for ensuring that the financial operations run smoothly and that all financial transactions are accurately recorded and reported.

Duties and Responsibilities:
The Finance Assistant will manage petty cash and submit daily transactions on SAP, including cash payments for staff, vendor advances, and settlements. Responsibilities include collecting cash from self-payers, issuing receipts, verifying payment documents, maintaining a daily balance book, and ensuring timely cash reordering. The Finance Assistant will also verify payments to staff and non-vendors, record payable entries in the SAP financial system, track bank account balances, perform monthly cash counts, and deposit collected cash into the IOM bank account. Additionally, the role involves coordinating with banks regarding returned transfers and maintaining vendor accounts in SAP. The Finance Assistant will prepare monthly mobile bills, compile deductions for payroll, and provide general support to the finance team as needed.

Required Qualifications:
Candidates must possess a Bachelor’s degree in finance, accounting, business administration, or a related field, along with at least two years of relevant work experience. Alternatively, a completed High School degree with a minimum of four years of relevant professional experience is acceptable. Knowledge of IPSAS and experience with SAP/PRISM is a distinct advantage. Candidates should demonstrate strong administrative and organizational skills, with the ability to coordinate multiple activities effectively. A high level of computer literacy, particularly in MS Office and accounting software, is essential.

Educational Background:
The educational requirements for this position include a Bachelor’s degree in finance, accounting, business administration, or a related field. Candidates with a completed High School degree may also be considered if they have substantial relevant experience. It is important that the educational qualifications are from accredited institutions recognized by the UNESCO World Higher Education Database.

Experience:
Candidates should have experience in finance and/or accounting, preferably within international organizations. Familiarity with IPSAS and SAP/PRISM is highly desirable. The role requires a strong understanding of financial processes and the ability to analyze financial data effectively. Experience in managing financial records and transactions is crucial for success in this position.

Languages:
Fluency in English and Arabic is required for this position, both oral and written. Proficiency in additional languages such as French or Spanish is considered an asset, as IOM operates in multiple languages. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments.

This position is subject to local recruitment, and only candidates holding a valid residence and work permit for Lebanon will be considered. The appointment is contingent upon funding confirmation and medical fitness certification. Recommended candidates may be eligible for similar positions for a period of 24 months.
