Job Overview:
The Supply Chain Associate position is a critical role within IOM, responsible for supporting supply chain activities that align with the organization's objectives. The successful candidate will work under the supervision of the Head of Resources Management in Lebanon and the Senior Supply Chain Associate. This role involves managing asset and inventory processes, ensuring that goods and services are delivered to beneficiaries efficiently and at optimal costs. The candidate will be expected to maintain accurate records, conduct physical inventories, and manage the lifecycle of assets, including procurement and disposal. The position requires collaboration with various units at IOM Headquarters and Administrative Centres, emphasizing the importance of timely and quality service delivery.

Duties and Responsibilities:
The Supply Chain Associate will have a comprehensive set of responsibilities, including:
  • Supporting the Senior Supply Chain Associate in enhancing asset and inventory management processes.
  • Maintaining an accurate asset register for all mission assets, ensuring timely updates in the ERP system.
  • Conducting biannual physical inventories, reconciling discrepancies, and updating records.
  • Managing the full asset lifecycle, including receipt, tagging, assignment, return, transfer, and disposal, in compliance with procurement rules.
  • Liaising with CAS Manila and other offices regarding asset disposal, transfers, and claims.
  • Preparing and submitting asset and inventory reports to HQ and other stakeholders.
  • Convening and supporting the Asset Disposal Committee, ensuring compliance with procedures.
  • Coordinating asset maintenance and repairs with service providers and managing warranty claims.
  • Assisting in procuring services related to security" style="border-bottom: 1px dotted #007bff !important;">security and facility management, including drafting tender documents and conducting evaluations. 1
  • Drafting and monitoring service contracts to ensure timely delivery. 1
  • Providing logistical and administrative support in line with project schedules. 1
  • Acting as the Bid Receipt Focal Point for tenders when necessary. 1
  • Preparing procurement monitoring reports and requests for payment to Accounts Payable. 1
  • Performing other duties as assigned by supervisors.

Required Qualifications:
Candidates must possess a university degree in Business Administration, Accounting, Logistics, Supply Chain Management, or a related field from an accredited institution, along with two years of relevant professional experience. Alternatively, a high school diploma with four years of relevant experience is acceptable. Certification in Procurement, Logistics, or Supply Chain Management is considered an advantage. Candidates should demonstrate a strong understanding of procurement and logistics processes, particularly in an international context, and familiarity with IOM/UN Procurement and Logistics Rules is a plus.

Educational Background:
The educational background required for this position includes a university degree in a relevant field such as Business Administration, Accounting, Logistics, or Supply Chain Management from an accredited academic institution. Accredited institutions are those listed in the UNESCO World Higher Education Database. Candidates with a high school diploma must have additional relevant professional experience to qualify for the role.

Experience:
The ideal candidate should have experience in procurement and logistics, particularly in working with vendors and service providers. Experience with asset management processes is essential, and familiarity with IOM/UN Procurement and Logistics Rules and Procedures is advantageous. Previous experience in an international organization will be beneficial for this role, as it requires understanding the complexities of global supply chain management.

Languages:
Fluency in English and Arabic is mandatory for this position, both oral and written. A working knowledge of French is considered an advantage, as IOM's official languages include English, French, and Spanish. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments.
