Job Overview: The Senior MEL Officer for the EpiC Haiti project will play a crucial role in supporting the Senior SI Advisor in the strategic coordination and implementation of monitoring, evaluation, and learning (MEL) activities specifically for the Maternal, Newborn, and Child Health (MNCH) and Nutrition components. This position is vital for ensuring that the project meets its objectives of achieving HIV epidemic control and improving health outcomes for at-risk populations in Haiti. The officer will be responsible for overseeing the data systems that capture, analyze, and report performance results, ensuring alignment with both national and project-specific indicators. The role requires collaboration with various stakeholders, including project staff and implementing partners, to enhance MEL systems and performance reporting for community and facility-based services. The Senior MEL Officer will also be involved in capacity building, data quality assessments, and the documentation of lessons learned, contributing to the overall success of the EpiC project in Haiti.
Duties and Responsibilities: The Senior MEL Officer will have a comprehensive set of responsibilities, including but not limited to: supporting the design and implementation of M&E systems and tools; synthesizing reports and analyzing data; providing guidance on M&E activities to regional teams and local stakeholders; conducting routine monitoring visits and data quality assessments; ensuring adherence to EpiC and PEPFAR standards; providing technical assistance and capacity building in M&E components; collaborating with site Data Managers for data capture and entry; identifying and documenting technical issues in national digital systems; building the capacity of regional MEL staff; documenting lessons learned; preparing donor reporting deliverables; mentoring partner MEL teams; facilitating regional data review meetings; representing FHI 360 in relevant meetings; and contributing to the documentation of program results and lessons learned for handover to the Ministry of Public Health and Population (MSPP).
Required Qualifications: Candidates must possess a Master’s degree or its international equivalent in fields such as public health, statistics, applied economics, epidemiology, social work, monitoring & evaluation, demography, or biostatistics, along with a minimum of 6 years of relevant work experience. Additional training or certification in M&E, data analysis, or program evaluation is considered an asset. Candidates should demonstrate experience in technical leadership and supervision of MEL teams or partner organizations, as well as knowledge of health and development programs in Haiti, including familiarity with the national health information management system (HMIS) and national protocols for MNCH & Nutrition service provision. Experience with MER indicators and community MNCH service data is also required, along with a demonstrated ability to work with national M&E stakeholders and previous experience with USAID or PEPFAR supported programs.
Educational Background: The educational background required for this position includes a Master’s degree or its equivalent in relevant fields such as public health, statistics, applied economics, epidemiology, social work, monitoring & evaluation, demography, or biostatistics. This advanced education is essential for understanding the complexities of monitoring and evaluation in health programs, particularly in the context of maternal, newborn, and child health and nutrition.
Experience: The position requires a minimum of 6 years of relevant work experience in monitoring and evaluation, particularly in health-related programs. Candidates should have demonstrated experience in leading MEL teams, working with national health systems, and implementing M&E frameworks in complex environments. Familiarity with the specific challenges and opportunities in Haiti's health sector is highly desirable, as is experience with donor-funded programs, particularly those supported by USAID or PEPFAR.
Languages: Fluency in French and Haitian Creole is mandatory for this position, as these languages are essential for effective communication with local stakeholders and partners. Advanced proficiency in English is preferred, as it may be necessary for reporting and collaboration with international teams and donors.
Additional Notes: This position is based in FHI 360’s office in Cap Haitien, Haiti, and is intended for Haitian national candidates. The job may involve travel within Haiti and potentially regionally or internationally as needed.
