Job Overview:
The Data Analyst position is crucial for providing management expertise and strategic guidance to Resident Coordination Offices (RCOs) in crisis contexts. The role involves supporting inter-agency collaboration and programming to achieve development results aligned with the UN Sustainable Development Cooperation Framework (UNSDCF). The Data Analyst will be deployed to various RCOs and UN Country Teams, particularly during significant developments, to deliver crisis-related data analytics and information management products. This position requires a proactive approach to data management, ensuring that data-driven insights support decision-making processes for Resident Coordinators and their teams. The Data Analyst will also engage with government officials, technical advisors, and donors, emphasizing the importance of data in crisis response and recovery efforts.

Duties and Responsibilities:
The Data Analyst will manage the development and implementation of databases and data collection systems, ensuring statistical efficiency and quality. Responsibilities include leading the identification and analysis of trends using statistical methods, conducting full data lifecycle analysis, and translating organizational needs into analytics and reporting requirements. The role also involves overseeing data visualization projects, managing outreach materials, and collaborating with colleagues to support data-driven initiatives. The Data Analyst will communicate findings to non-technical stakeholders, evaluate data outputs for technical proficiency, and lead capacity-building activities for staff on data analytics. Additionally, the Data Analyst will coordinate team activities, manage resources, and ensure compliance with budgetary constraints while promoting a positive team culture.

Required Qualifications:
Candidates must possess a strong knowledge of data life cycle management, including data collection, analysis, visualization, and reporting in a sustainable development context. Proficiency in data extraction, transformation, and loading processes is essential, along with experience in inter-agency coordination in crisis management. Skills in data storytelling and familiarity with data visualization tools such as Power BI are desirable. The ideal candidate should demonstrate professionalism, planning and organizing abilities, and technological awareness, ensuring that they can effectively communicate complex data concepts to diverse audiences.

Educational Background:
A Master's degree or equivalent university degree in Development Studies, International Relations, Economics, or Political Science is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. This educational background is critical for understanding the complexities of development issues and data management in crisis contexts.

Experience:
A minimum of seven years of relevant experience in data life cycle management is required, with a focus on sustainable development. Candidates should have demonstrated experience in data collection, analysis, and visualization, as well as familiarity with data management tools and technologies. At least three years of experience in inter-agency coordination within a crisis management context is desirable, along with experience working in the office of a senior UN official. This level of experience is necessary to ensure that the Data Analyst can effectively contribute to the organization's objectives and support crisis response efforts.

Languages:
English and French are the working languages of the United Nations Secretariat. For this position, proficiency in both languages is required, with a minimum level of II in reading, writing, listening, and speaking according to the UN Language Framework. This bilingual requirement is essential for effective communication and collaboration within the UN system and with external stakeholders.
