Job Overview: The Legal Technical Officer plays a crucial role in the implementation of legal case management activities within the ICLA (Information, Counselling, and Legal Assistance) projects. This position involves not only the management of legal cases but also the training of legal consultants and the development of legal materials. The Officer will work closely with project coordinators and managers to ensure that legal services are delivered effectively and that the needs of the community are met. The role requires a proactive approach to identifying legal issues and barriers faced by different groups, including women, youth, and persons with disabilities, and adapting services accordingly. The Officer will also be responsible for ensuring that all legal aid activities are conducted in a safe and confidential manner, maintaining the dignity and rights of all clients.
Duties and Responsibilities: The Legal Technical Officer will be responsible for a wide range of duties including: planning and implementing ICLA legal case management activities, providing legal counselling and assistance in various settings, managing referrals, supervising consultant lawyers, ensuring high-quality legal aid delivery, and addressing access barriers. The Officer will also develop capacity-building assessments, deliver training sessions, draft technical tools, conduct legal research, monitor changes in the legal framework, and support assessments and monitoring exercises. Additionally, the Officer will ensure safe and inclusive programming throughout the project cycle, contribute to monitoring and evaluation activities, and maintain collaboration with other teams and stakeholders.
Required Qualifications: To qualify for this position, candidates must possess a Master’s or Bachelor’s degree in law. A valid license from the Libyan Bar Association is preferred but not mandatory. Candidates should have experience working in humanitarian or recovery contexts, particularly in complex and volatile environments. Documented results related to the position’s responsibilities are essential, along with excellent writing and analytical skills. The ability to prioritize tasks and meet deadlines is also required. Knowledge of the Libyan legal system, housing, land and property law, and international human rights law is considered advantageous.
Educational Background: Candidates must have a Master’s or Bachelor’s degree in law. This educational background is essential for understanding the legal frameworks and principles that will be applied in the role. Additional training or certifications related to humanitarian law or legal assistance may be beneficial.
Experience: Candidates should have relevant experience in legal case management and legal research, particularly in humanitarian contexts. Experience engaging with diverse groups, including women, youth, and persons with disabilities, is highly valued. Previous work in complex legal environments and documented results in similar roles will strengthen the application.
Languages: Fluency in both English and Arabic is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly if it relates to the communities served by the organization.
