Job Overview:
The ICLA Team Leader (Technical Assistant) plays a crucial role in overseeing the implementation of the Information, Counselling, and Legal Assistance (ICLA) program. This position involves supervising a team of project staff, ensuring that ICLA activities are delivered timely and effectively. The Team Leader is responsible for coordinating with various stakeholders, including local authorities and community partners, to enhance the program's impact. The role requires a strong focus on planning, monitoring, and evaluation to ensure compliance with organizational standards and guidelines. The Team Leader will also be involved in capacity building for staff and ensuring that all project activities are inclusive and respectful of the diverse needs of the community.

Duties and Responsibilities:
The ICLA Team Leader will have a wide range of responsibilities, including:
  • Line Management and Team Oversight: Supervise and manage Officers, Technical Assistants, Volunteers, and Incentive Workers; oversee attendance and documentation; ensure timely performance management processes; monitor staff performance and provide feedback; facilitate staff capacity building and training.
  • Planning and Coordination: Collaborate with Project Manager and Coordinator to set objectives; support the development of Core Competency strategies; ensure coordination with local authorities and partners; facilitate effective communication within the team.
  • Project Implementation: Plan and supervise awareness activities; oversee legal case management; ensure compliance with ICLA guidelines; strengthen referral mechanisms; conduct field visits for technical guidance.
  • Monitoring, Evaluation, and Reporting: Oversee data collection; support monitoring exercises; ensure high-quality reporting; document lessons learned and success stories.
  • Accountability and Compliance: Ensure accountability for ICLA activities; monitor adherence to NRC’s Code of Conduct and confidentiality protocols.
  • Safe and Inclusive Programming: Ensure project activities respect NRC’s protection mainstreaming components; promote gender balance and inclusion of marginalized groups.
  • Collaboration and Representation: Represent NRC in coordination meetings; maintain a collaborative environment; support inter-agency referrals.
  • Other: Undertake additional tasks as requested by the line manager, including administrative support and emergency response.

Required Qualifications:
The ideal candidate for the ICLA Team Leader position should possess the following qualifications:
  • A Bachelor’s degree or equivalent in Social Sciences, Political Science, Law, or related fields.
  • Experience in humanitarian or recovery contexts, particularly in complex and volatile settings.
  • Proven track record in team management and staff supervision, with documented results related to the position’s responsibilities.
  • Strong computer skills and proficiency in reporting.
  • Ability to prioritize tasks, multitask, and meet deadlines effectively.

Educational Background:
Candidates must have a Bachelor’s degree or equivalent in relevant fields such as Social Sciences, Political Science, Law, or related disciplines. This educational background is essential for understanding the legal and social frameworks within which the ICLA program operates, as well as for effectively managing and supporting the team.

Experience:
Candidates should have substantial experience in humanitarian or recovery contexts, particularly in complex and volatile settings. Previous experience in team management and staff supervision is crucial, along with a proven ability to deliver results related to the responsibilities of the position. Familiarity with the context in Libya is highly desirable, as it will enhance the candidate's effectiveness in the role.

Languages:
Fluency in both English and Arabic is mandatory for this position, as effective communication with diverse stakeholders is essential. Proficiency in additional languages may be considered an asset, but English and Arabic are the primary languages required for the role.
