Job Overview: The MNCH & Nutrition Senior Strategic Information (SI) Advisor is a pivotal role within the Meeting Targets and Maintaining Epidemic Control (EpiC) project, which is funded by the U.S. Government and aims to achieve HIV epidemic control among at-risk populations. This position is responsible for leading the monitoring, evaluation, and learning (MEL) efforts for the Maternal, Newborn, and Child Health (MNCH) project. The Advisor will oversee data collection, performance monitoring, evaluation, analytics, and reporting, ensuring that project activities align with work plans and performance frameworks. The role requires close collaboration with project leadership and technical teams to develop systems that track service delivery and outcomes in real-time, ultimately improving service quality and compliance with donor and government reporting requirements. The Advisor will also provide capacity building and training to technical and program teams, enhancing their ability to utilize data effectively for decision-making.
Duties and Responsibilities: The Senior SI Advisor will have a comprehensive set of responsibilities, including providing technical guidance on the design and implementation of MNCH and Nutrition monitoring and evaluation systems. This involves collaborating with technical teams to identify relevant indicators, developing tools for accurate documentation of service delivery, and conducting regular data quality assessments. The Advisor will mentor implementing partners to strengthen their data management and reporting capabilities. Additionally, the role includes producing analytical reports and visualizations to inform program decisions, supporting coordination with the Ministry of Public Health and Population (MSPP) and other stakeholders, and assisting with the preparation of annual work plans and donor reports. The Advisor will supervise and mentor M&E staff, monitor their performance, and support their professional development. They will also prepare presentations for donors and partners, contribute to success stories, and coordinate data collection and reporting timelines with partners.
Required Qualifications: Candidates must possess a strong background in health and development programs, particularly in Haiti, with in-depth knowledge of the national health information system and protocols for HIV program implementation. The ideal candidate will have strong expertise in MNCH and Nutrition data systems, health indicators, and program evaluation. They should demonstrate excellent diagnostic, analytical, and problem-solving skills, with the ability to communicate complex data clearly to diverse audiences. Proficiency in Microsoft Office Suite, Excel, and data analysis tools such as Power BI, Tableau, STATA, or Epi Info is essential. Familiarity with survey programming tools like KoboToolbox or CSPro is also beneficial. Strong communication and interpersonal skills are required, along with the ability to work independently and manage multiple tasks effectively.
Educational Background: A Master’s Degree or its equivalent in Public Health, Statistics, Epidemiology, Monitoring and Evaluation, Demography, Biostatistics, or a related field is required for this position. A Project Management (PM) Certification is preferred, indicating a strong foundation in managing projects effectively.
Experience: Candidates should have at least 12 years of experience in designing, managing, and implementing monitoring and evaluation systems for MNCH and Nutrition or public health programs. Experience in supporting M&E for community-based MNCH & Nutrition programs is strongly preferred. Hands-on experience with national health data systems in Haiti and familiarity with PEPFAR indicators and reporting requirements are crucial. Previous work experience with DOS- or PEPFAR-funded projects is desirable, as is experience in a non-governmental organization (NGO), government agency, or private organization.
Languages: Fluency in French and Haitian Creole is required for this position, as effective communication with local stakeholders is essential. Advanced proficiency in English is strongly preferred, enabling the Advisor to engage with international partners and stakeholders effectively.
Additional Notes: This position is based in Port-au-Prince, Haiti, with a preference for Haitian national candidates. The role may require travel within all ten departments of Haiti as needed. The job entails the ability to work extended hours at a computer and the physical capability to sit and stand for prolonged periods.
