Job Overview: The National Consultant – Climate Data and GIS Specialist position is designed to support the analysis of climate data quality and information systems in Guinea-Bissau. The consultant will be responsible for assessing the current state of climate data management and providing recommendations for improvements. This role involves working closely with local stakeholders, including government agencies and NGOs, to enhance the capacity for climate data collection, analysis, and dissemination. The consultant will also be expected to develop methodologies for data quality assessment and contribute to the establishment of a robust climate information system that can support decision-making processes related to climate change adaptation and mitigation strategies in the country. The assignment is expected to last for 30 working days, during which the consultant will engage in field visits, stakeholder consultations, and data analysis activities.
Duties and Responsibilities:
Conduct a comprehensive assessment of existing climate data quality and information systems in Guinea-Bissau.
Collaborate with local stakeholders to identify gaps and challenges in climate data management.
Develop and implement methodologies for assessing the quality of climate data.
Provide technical support in the establishment of a climate information system that meets international standards.
Prepare detailed reports and presentations on findings and recommendations for improving climate data management.
Facilitate workshops and training sessions for local stakeholders on best practices in climate data collection and analysis.
Ensure that all activities are aligned with UNDP’s strategic objectives and contribute to national climate change policies.
Required Qualifications: The ideal candidate should possess a strong background in climate science, data analysis, and GIS technologies. A proven track record of working with climate data and information systems is essential. The consultant should have excellent analytical skills, the ability to work collaboratively with diverse stakeholders, and strong communication skills. Familiarity with the socio-economic context of Guinea-Bissau and experience in capacity building within governmental or non-governmental organizations will be considered an asset. Additionally, the candidate should demonstrate a commitment to sustainable development and the principles of the United Nations.
Educational Background: A minimum of a Master’s degree in Environmental Science, Climate Change, Geography, or a related field is required. Advanced training or certifications in GIS and data analysis tools will be highly regarded. The educational background should reflect a strong foundation in both theoretical and practical aspects of climate data management.
Experience: Candidates should have at least 5 years of professional experience in climate data analysis, GIS applications, or related fields. Experience working with international organizations, particularly in developing countries, is preferred. The consultant should have a demonstrated ability to manage projects effectively and deliver results within tight deadlines. Previous experience in capacity building and stakeholder engagement is also essential for this role.
Languages: Fluency in Portuguese is mandatory, as it is the official language of Guinea-Bissau. Proficiency in English is highly desirable, as it will facilitate communication with international stakeholders and the UNDP team. Knowledge of additional local languages would be an advantage.
Additional Notes: This position is classified as an individual contractor role, and the contract duration is for 30 working days. The consultant is expected to work full-time during this period, with flexibility in terms of location within Guinea-Bissau. Compensation will be commensurate with experience and in line with UNDP’s remuneration policies. The consultant will be responsible for their own travel arrangements within the country, and any travel costs incurred during the assignment will be reimbursed according to UNDP’s travel policies.
