Job Overview: The consultancy role involves the development and enhancement of Monitoring and Evaluation (M&E) systems specifically for the Justice Access Centers (CAJ) in Guinea-Bissau. The primary objective is to reform and strengthen the existing M&E framework to ensure that the services provided by the CAJ are efficient, inclusive, and transparent. This position requires a comprehensive understanding of M&E methodologies and practices, as well as the ability to implement systems that can effectively track and assess the performance of justice services. The consultant will be expected to engage with various stakeholders, including government officials, civil society organizations, and community members, to gather insights and feedback that will inform the M&E system's design and implementation. The assignment is expected to last for 65 days within a 6-month period, emphasizing the need for a structured approach to service delivery improvement in the justice sector.
Duties and Responsibilities:
Conduct a thorough assessment of the current M&E systems in place at the CAJ, identifying strengths, weaknesses, and areas for improvement.
Develop a comprehensive M&E framework that aligns with the goals of the CAJ and the broader objectives of the UNDP in Guinea-Bissau.
Collaborate with stakeholders to gather input and ensure that the M&E system is inclusive and reflective of the needs of the community.
Design and implement data collection tools and methodologies that facilitate effective monitoring and evaluation of CAJ services.
Provide training and capacity-building support to CAJ staff and stakeholders on M&E practices and the use of the new systems.
Regularly review and analyze data collected through the M&E system, providing reports and recommendations for continuous improvement.
Ensure that the M&E system is adaptable and can respond to changes in the operational environment or service delivery context.
Facilitate workshops and meetings to disseminate findings and engage stakeholders in discussions about M&E results and implications for service delivery.
Required Qualifications:
Proven expertise in Monitoring and Evaluation, particularly in the context of justice or public service delivery.
Strong analytical skills with the ability to interpret complex data and provide actionable insights.
Excellent communication skills, both written and verbal, with the ability to engage effectively with diverse stakeholders.
Experience in capacity building and training, particularly in M&E methodologies.
Familiarity with the socio-political context of Guinea-Bissau and the challenges faced by the justice sector.
Educational Background: A Master's degree in a relevant field such as Social Sciences, Public Administration, Development Studies, or a related discipline is required. Additional certifications in Monitoring and Evaluation or project management would be an advantage.
Experience: A minimum of 5 years of professional experience in Monitoring and Evaluation, with a focus on public sector or justice-related projects. Experience working with international organizations, particularly in developing countries, is highly desirable. Proven track record of successfully implementing M&E systems and frameworks is essential.
Languages: Fluency in Portuguese is mandatory, as it is the official language of Guinea-Bissau. Proficiency in English is also desirable, particularly for reporting and communication with international stakeholders. Knowledge of local languages would be an asset.
Additional Notes: This position is classified as an individual contractor role, with a contract duration of 65 days spread over a 6-month period. The consultant will be expected to work flexibly and may need to adjust their schedule to accommodate stakeholder meetings and training sessions. The role is part-time, and the consultant will be compensated according to UNDP's established rates for individual contractors.
