Job Overview: The Associate Administrative Officer (NOB) position is crucial for the effective administration of UN-Habitat's operations in Guinea-Bissau. The incumbent will work closely with the National Country Manager and the Administrative Officer in Nairobi, overseeing human resources management, budget and finance, general administration, contract administration, and data-related responsibilities. This role requires a proactive approach to managing human resource activities, ensuring compliance with regulations, and providing guidance to staff. The officer will also be responsible for preparing and monitoring budgets, coordinating financial reports, and supporting project managers in financial matters. The position demands strong organizational skills, attention to detail, and the ability to work collaboratively with various stakeholders to achieve the program's objectives.
Duties and Responsibilities: The duties and responsibilities of the Associate Administrative Officer include:
Human Resources Management: Initiating and processing recruitment, placement, and performance appraisals; maintaining administrative records; advising staff on procedures; managing staffing tables.
Budget and Finance: Leading the preparation and implementation of work programs and budgets; monitoring project budgets; supporting financial database systems; training program managers on budgeting.
General Administration: Handling administrative arrangements for staff travel; drafting correspondence; maintaining documentation; coordinating with service units; organizing administrative arrangements for events.
Contract Administration: Assisting with contract management; auditing contractor invoices; processing payments; managing UN forms and permissions.
Data Responsibilities: Contributing to data collection and analysis; documenting requirements for data analysis; performing related duties as assigned.
Required Qualifications: Candidates must possess an advanced university degree (Master's or equivalent) in business or public administration, finance, accounting, economics, or a related field. A first-level university degree combined with two years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of programs in data analytics or business analytics is desirable. Candidates should demonstrate a strong understanding of UN administrative, financial, and human resources regulations and possess the ability to analyze and interpret data effectively.
Educational Background: An advanced university degree (Master's degree or equivalent) in business or public administration, finance, accounting, economics, or a related field is required. Alternatively, a first-level university degree with an additional two years of qualifying experience may be accepted. Completion of degree and non-degree programs in data analytics or related fields is desirable.
Experience: A minimum of two years of experience in general office administration or a related area is required. Candidates should have experience in preparing project budgets, procurement, logistics, and managing administrative services. Experience with managing contracts with implementing partners and human resource contracts is essential. Experience in the UN common system or similar international organizations is desirable, as is experience in data analytics or related areas.
Languages: English and Portuguese are the mandatory working languages for this position. Candidates must demonstrate proficiency in both languages at UN Level II for reading, writing, listening, and speaking. Knowledge of French is an asset but not mandatory.
Additional Notes: This position is for an initial period of one year, subject to extension based on performance and availability of funds. It is open to nationals of Guinea-Bissau only, and candidates must be recruited within the country or commuting distance of the office. If no suitable local candidates are found, Guinea-Bissauan nationals residing elsewhere may be considered, with the candidate responsible for relocation costs.
