The position of Institutional and Stakeholder Engagement Expert is crucial for supporting the analysis of climate data quality and information systems in Guinea-Bissau. The expert will be responsible for engaging with various stakeholders, including government agencies, civil society organizations, and local communities, to gather insights and data necessary for improving climate data management. The role requires a deep understanding of institutional frameworks and the ability to facilitate discussions among diverse groups to ensure that climate data is accurate, accessible, and effectively utilized. The expert will also be expected to provide recommendations for enhancing the quality of climate data and information systems, contributing to informed decision-making processes in the country. This consultancy is expected to last for a period of 30 working days, during which the expert will conduct assessments, workshops, and stakeholder meetings to fulfill the objectives of the assignment.

Duties and Responsibilities:
The duties and responsibilities of the Institutional and Stakeholder Engagement Expert include:
  • Conducting a comprehensive analysis of the current climate data quality and information systems in Guinea-Bissau.
  • Engaging with key stakeholders to identify gaps and challenges in the existing data management processes.
  • Facilitating workshops and meetings to promote dialogue among stakeholders and gather input on improving climate data systems.
  • Developing a set of recommendations for enhancing the quality and accessibility of climate data.
  • Preparing detailed reports on findings and recommendations, ensuring that they are clear and actionable.
  • Collaborating with UNDP and other partners to implement the recommendations and monitor progress.
  • Providing technical support and guidance to stakeholders on best practices in climate data management.

Required Qualifications:
The ideal candidate for this position should possess the following qualifications:
  • A strong background in environmental science, climate change, or a related field.
  • Proven experience in stakeholder engagement and institutional analysis, particularly in the context of climate data.
  • Excellent communication and facilitation skills, with the ability to work effectively with diverse groups.
  • Strong analytical skills and the ability to synthesize complex information into clear recommendations.
  • Familiarity with the climate data landscape in Guinea-Bissau or similar contexts is an advantage.

Educational Background:
Candidates should have at least a master's degree in environmental science, climate change, public policy, or a related field. A Ph.D. is preferred but not mandatory. Relevant certifications in data management or stakeholder engagement will be considered an asset.

Experience:
The position requires a minimum of 5 years of professional experience in climate data management, stakeholder engagement, or institutional analysis. Experience working with international organizations, government agencies, or NGOs in Guinea-Bissau or similar contexts is highly desirable. Candidates should demonstrate a track record of successfully managing projects related to climate data and engaging with various stakeholders.

Languages:
Fluency in Portuguese is mandatory, as it is the official language of Guinea-Bissau. Proficiency in English is also required, as it is often used in international communications. Knowledge of additional languages spoken in Guinea-Bissau, such as Crioulo, would be considered an asset.

Additional Notes:
This consultancy is classified as an individual contractor position, and the contract duration is for 30 working days. The position is not full-time, allowing for flexibility in scheduling. The expert will be expected to work remotely and may need to travel within Guinea-Bissau for stakeholder engagement activities. Compensation will be based on the UNDP's standard rates for individual contractors, and benefits may include travel allowances and other relevant expenses.
