Job Overview: The consultant will support UNICEF Guinea-Bissau in delivering the final draft of the Country Programme Document (CPD) in accordance with corporate guidance and CPD development guidelines. This role involves collaboration with various sections of the Country Office and the Regional Office PM&E team to ensure effective engagement processes. The consultant will work on key preparatory phases and documents, including Evidence Synthesis, Prioritization Matrix, Theory of Change, and Results and Resources Plan. The consultancy is remote, requiring virtual connections, with potential for in-country missions if necessary. The CPD aims to integrate insights from the Country Programme Evaluation and align with UNICEF's contributions to the Guinea-Bissau's United NationsSustainable Development Cooperation Framework. The consultant will also assist in the prioritization process, development of the theory of change, explanatory notes, and articulation of the Rights and Results Plan.
Duties and Responsibilities:
Conduct quality assurance of Evidence Synthesis (ES) and finalize Explanatory Notes (ENs) for each CPD Outcome, documenting the country programme planning process.
Develop the Country Programme Document (CPD) narrative and Results and Resources Framework (RRF), ensuring it reflects UNICEF’s contributions to children's rights and is concise (approximately 6,000 words).
Interact with various stakeholders, including UNICEF Guinea-Bissau, WCARO, and the Government of Guinea-Bissau, to gather feedback and ensure the CPD meets quality criteria.
Prepare interim and final drafts of the CPD for government review and submission to UNICEF’s Executive Board, incorporating comments and ensuring alignment with corporate guidance.
Develop a PowerPoint summary of the CPD for presentation purposes.
Engage in strategic discussions and reflections with country office sections and external partners to enhance the CPD's effectiveness.
Strong verbal and written communication skills in English (mandatory).
Over 15 years of expertise in results-based management and human-rights based programming, preferably with UNICEF.
Proven experience in developing UNICEF Country Programmes Document (CPD) and a strong track record in results-based management practices.
Familiarity with the UN system and experience in supporting UN agencies in program development aligned with the UNSDCF is an asset.
Understanding of the West African context and experience in Guinea-Bissau is advantageous.
Educational Background: Candidates must possess advanced degrees in relevant fields such as Business Administration, Economics, Social Sciences, Statistics, or Development Planning. These qualifications are essential for understanding the complexities of program development and management in the context of UNICEF's mission.
Experience: Candidates should have a minimum of 15 years of relevant experience in results-based management and programming, particularly in development, fragile settings, and humanitarian contexts. Experience with UNICEF or similar organizations is highly desirable, especially in developing Country Programmes Document (CPD).
Languages: Strong verbal and written communication skills in English are mandatory. Additional language skills may be considered an asset, particularly those relevant to the West African region.
Additional Notes: The consultancy is remote, with virtual connections required. There may be a need for in-country missions depending on the project's requirements.
