Job Overview:
The position of Consultoria Nacional - Especialista em comunicacao involves the development of a Strategic Communication Policy for the National Elections Commission (CNE) of Guinea-Bissau. The consultant will be responsible for creating a comprehensive communication strategy that aligns with the objectives of the CNE, ensuring effective dissemination of information to the public and stakeholders. This role requires a deep understanding of communication principles, public relations, and the political landscape of Guinea-Bissau. The consultant will work closely with the CNE and other relevant stakeholders to gather insights and develop a policy that enhances transparency, public engagement, and trust in the electoral process. The assignment is expected to last for 40 working days, during which the consultant will conduct research, hold consultations, and draft the communication policy.

Duties and Responsibilities:
The duties and responsibilities of the Consultoria Nacional - Especialista em comunicacao include:
  • Conducting a thorough analysis of the current communication practices of the CNE and identifying areas for improvement.
  • Engaging with key stakeholders, including government officials, civil society organizations, and the media, to gather input and feedback on communication needs and challenges.
  • Developing a strategic communication policy that outlines objectives, target audiences, key messages, and communication channels.
  • Creating a detailed implementation plan that includes timelines, responsibilities, and resource allocation for the communication strategy.
  • Providing recommendations for capacity building and training for CNE staff on effective communication practices.
  • Monitoring and evaluating the effectiveness of the communication policy and making adjustments as necessary.
  • Preparing and submitting progress reports to UNDP and the CNE throughout the assignment.

Required Qualifications:
The required qualifications for this position include:
  • A proven track record in communication, public relations, or a related field, with a focus on strategic communication.
  • Strong understanding of the electoral process and the role of communication in promoting transparency and public trust.
  • Excellent written and verbal communication skills in Portuguese, with the ability to convey complex information clearly and concisely.
  • Experience working with governmental or non-governmental organizations, particularly in the context of elections or public policy.
  • Strong analytical and problem-solving skills, with the ability to develop innovative communication strategies.
  • Familiarity with the political and social context of Guinea-Bissau is an asset.

Educational Background:
The educational background required for this position includes a minimum of a bachelor's degree in communication, public relations, political science, or a related field. A master's degree in a relevant discipline is preferred and may enhance the candidate's qualifications for the role.

Experience:
Candidates should have at least 5 years of professional experience in communication or public relations, with a focus on strategic communication and stakeholder engagement. Experience working in the context of elections or with electoral management bodies is highly desirable. Proven experience in developing communication strategies and policies is essential.

Languages:
The mandatory language for this position is Portuguese, as it is the official language of Guinea-Bissau.
