Job Overview: The Resource Management Officer will play a crucial role in managing the financial resources of the IOM Lebanon Country Office. This position requires a strong understanding of financial management principles and practices, as the successful candidate will be responsible for overseeing budget preparation, project financial monitoring, and compliance with IOM's financial policies and regulations. The officer will provide guidance and support to project managers and staff, ensuring that financial resources are managed effectively and efficiently. The role also involves training finance support staff and contributing to the overall financial decision-making process within the organization. The Resource Management Officer will work closely with various units within the Country Office, Headquarters, and Administrative Centres to ensure that financial operations align with IOM's strategic objectives.
Duties and Responsibilities:
Manage the resources management functions in the Country Office under the supervision of the Head of Resources Management and the Budget Officer.
Provide procedural guidance to managers and staff regarding financial management.
Supervise, guide, and train finance support staff, particularly in budget preparation and project financial monitoring.
Monitor financial resources and ensure compliance with IOM rules and regulations.
Provide specialized advice and support to Project Managers and the Head of Office on financial matters.
Assist in preparing annual budget submissions and revisions, including estimating costs for staff, rental, utilities, office equipment, and other expenses.
Maintain and improve financial monitoring databases and tools to support Project Managers.
Provide regular financial information to support informed decision-making.
Contribute to the monthly allocation of staff and common office costs. 1
Assist in responding to audit queries and follow up on recommendations. 1
Draft donor financial reports in accordance with IOM regulations. 1
Act as Officer-in-Charge in the absence of the Budget Officer. 1
Liaise with Regional Offices and other units regarding financial and administrative activities. 1
Perform other related duties as required.
Required Qualifications:
High School diploma with six years of relevant experience; or a Bachelor’s degree in Business Administration, Accounting, Finances, or a related field with four years of relevant professional experience.
Proficiency in Microsoft Office applications, particularly Excel.
Previous experience with SAP and ORACLE is an advantage.
Strong attention to detail and organizational skills.
Experience working with international humanitarian organizations or government institutions is preferred.
Knowledge of IOM/UN budget policies and practices is essential.
Strong analytical skills, particularly in finance, are required.
Excellent communication skills, both written and verbal, are necessary.
Educational Background: Candidates must possess either a High School diploma with six years of relevant experience or a Bachelor’s degree in Business Administration, Accounting, Finances, or a related field with four years of relevant professional experience. Educational qualifications must be from accredited universities recognized in the UNESCO World Higher Education Database.
Experience: The position requires a minimum of four years of relevant professional experience for candidates with a Bachelor’s degree, or six years for those with a High School diploma. Experience in financial management, particularly in a humanitarian or international organization context, is highly desirable. Familiarity with financial software such as SAP and ORACLE is considered a distinct advantage. Candidates should also demonstrate strong analytical skills and the ability to manage large amounts of data effectively.
Languages: Fluency in English, both oral and written, is mandatory. A working knowledge of Arabic and French is also required, as IOM's official languages include English, French, and Spanish. Proficiency in these languages will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: This position is subject to local recruitment, and only candidates holding a valid residence and work permit for Lebanon will be considered. The appointment will be contingent upon medical fitness certification and verification of residency and visa requirements.
