Job Overview: The System Engineer position within the ITD Finance and Human Capital Management (ITD FH) Unit of the IT Department is a critical role that involves providing IT support and software delivery for the Fund’s business capabilities in Human Capital Management, Financial Management, and Capacity Development domains. The selected candidate will be part of an end-to-end delivery team responsible for ensuring the proper functioning of existing systems and providing sustained support for assigned platform systems. The role requires translating business strategies and needs into actionable ITD product and technology roadmaps, identifying software requirements, and collaborating with development teams to build solutions that meet business needs. The ideal candidate will also be responsible for delivering projects and application enhancements to the assigned platform systems, ensuring that the solutions align with customer objectives and IT strategy.
Duties and Responsibilities: The System Engineer will lead the sustain support of assigned platform systems by managing incidents, requests, problems, and enhancements. The role involves facilitating the development of platform solutions that integrate knowledge of business processes, platforms, and general technologies. The engineer will work collaboratively with architects, subject matter experts, and platform family owners to construct system/platform models. Key responsibilities include analyzing, documenting, and testing platform development, logic, process flows, and specifications. The engineer will share knowledge with colleagues across various organizations to drive understanding of business and platform needs, and will engage with stakeholders to develop an ITD platform investment roadmap. The role also requires partnering with business and technology colleagues to elicit, analyze, translate, and document technical requirements, pain points, or opportunities into ITD requirements. The engineer will compile swim lane diagrams, data flow diagrams, and assist in developing logical and physical data models and system/platform integration diagrams. Additionally, the engineer will assess near-term needs, consult with IT counterparts, and propose alternative solutions while advising on options, risks, costs versus benefits, and impacts on business processes. The role includes coordinating with other products/platforms for ongoing projects impacting the HCM system, leading technical implementation of new systems and applications, documenting user manuals, troubleshooting data and integration issues, and ensuring adherence to IMF security" style="border-bottom: 1px dotted #007bff !important;">Security, Enterprise Architecture, Software Development Life Cycle (SDLC), Change Management, and application development guidelines. The engineer will consistently produce clear and concise status reports and prepare technical design documents for extraction elements, while keeping systems up-to-date and secure through required upgrades and patches.
Required Qualifications: The ideal candidate must possess a comprehensive understanding of information technology and systems engineering concepts, with expertise in enhancing and maintaining applications for HR services. In-depth technical knowledge of PeopleSoft HCM and PeopleTools is essential, along with proficiency in writing SQRs, PS Queries, and scripts. Knowledge of data stage is also a must. The candidate should have expertise in PeopleSoft techno-functional consulting services, particularly in modules such as North American Payroll, Pension, Tax Processing, and Core HR. Familiarity with PS payroll, Pension, and Tax Processing, including IMF implementation details, is preferred. Advanced programming skills in SQR and XML Reports, as well as strong analytical, problem-solving, troubleshooting, and conceptual skills, are required. The candidate should have deep knowledge of Enterprise Resource Planning (ERP) implementation methodology, IT service management, IT change management, and all phases of the SDLC. Experience with data conversion for migrating data from on-premise PeopleSoft systems to cloud systems, preferably Workday, is also necessary. The candidate should have experience in building and supporting applications in a PaaS and SaaS model, along with strong verbal and written communication skills to express complex technical concepts in business terms. A high degree of accountability, commitment, and responsibility, as well as a solution-oriented approach, is essential.
Educational Background: Candidates must have an advanced university degree in computer science, engineering, mathematics, or a related field of study, or equivalent educational development. Alternatively, a bachelor’s degree in computer science or a related field, combined with a minimum of 10 years of relevant professional experience, is acceptable. The educational background should provide a solid foundation in technical concepts and practices relevant to the role.
Experience: The position requires a minimum of four years of relevant professional experience for candidates with an advanced degree, or a minimum of 10 years of relevant professional experience for those with a bachelor’s degree. The experience should encompass a comprehensive understanding of IT systems, software development, and project management, particularly in the context of Human Capital Management and Financial Management systems.
