Job Overview:
The Consultant for Cost Project position is focused on providing comprehensive diagnostics of PSI's indirect rate cost structure. The consultant will be responsible for delivering actionable, evidence-based recommendations and an implementation plan that aligns with PSI's operational needs. This role requires a deep understanding of costing methodologies, particularly in the context of non-profit organizations and international NGOs. The consultant will engage with various stakeholders within PSI to gather insights and data necessary for the analysis. The ultimate goal is to enhance PSI's financial viability while meeting donor expectations and improving the overall efficiency of cost management practices.

Duties and Responsibilities:
The consultant will undertake a thorough review of PSI's current indirect cost rate methodology, particularly as it pertains to non-USG donors. This includes analyzing layered costs associated with in-country joint costs, regional support, and headquarters support costs. The consultant will document the major components of indirect cost policies from PSI's largest donors and identify any inconsistencies with PSI's practices. Additionally, the consultant will conduct interviews with internal PSI stakeholders to understand their experiences and challenges in discussions with donors regarding overhead and direct/indirect cost methodologies. The consultant will also gather and summarize indirect cost methodologies from PSI's competitors and peer organizations, utilizing both publicly available information and anonymous data collection methods. Based on the findings, the consultant will recommend changes to PSI's costing structure to better align with donor expectations while ensuring financial viability. The consultant will identify inefficiencies and risks in the current methodology and propose new recommendations. Furthermore, the consultant will review PSI's bid proposal process, including financial presentations, and suggest improvements to enhance donor acceptance and reduce confusion. Finally, the consultant will provide tools and templates to assist country and project leadership in articulating PSI costs and calculating project financial outcomes, along with a project timeline, meeting schedule, and summary of deliverables for PSI's approval.

Required Qualifications:
Candidates must possess a strong background in costing and organizational design, particularly within the non-profit sector. They should have demonstrated experience in working with international NGOs and a proven track record of similar engagements. Key personnel involved in the project should have relevant expertise and prior experience that aligns with the scope of work outlined in the RFP. The organization must also demonstrate an understanding of PSI's global needs and approach to the project.

Educational Background:
A bachelor's degree in finance, accounting, business administration, or a related field is required. Advanced degrees such as an MBA or a master's in public health or international development are preferred. Candidates should have formal training in costing methodologies and financial analysis, particularly in the context of non-profit organizations.

Experience:
The position requires significant experience in costing and financial analysis, with a minimum of five years in a consulting role focused on non-profit organizations or international NGOs. Experience in working with donor-funded projects and understanding donor expectations is essential. The consultant should have a history of successfully managing similar projects and delivering actionable recommendations.

Languages:
Fluency in English is mandatory, as all communications and documentation will be conducted in English. Proficiency in additional languages relevant to PSI's operational regions is considered a plus, as it may facilitate better communication with stakeholders in those areas.

This is a remote position, allowing for flexibility in work location. The contract duration is expected to be project-based, with specific timelines outlined in the proposal. The consultant should provide a forecast of the total hours needed for the project engagement and the duration of the consulting services. Compensation details will be discussed during the proposal evaluation process, and PSI reserves the right to accept any proposal in whole or in part.
