Job Overview:
The position is for a Senior International Consultant who will support the Ministry of Finance of Montenegro in conducting medium-term macroeconomic projections. The consultant will be responsible for assessing the impact of selected structural and fiscal policy measures on core macroeconomic indicators. This role is crucial as it will help the Ministry of Finance in making informed decisions that affect the economic landscape of Montenegro. The consultant is expected to bring expertise in macroeconomic analysis and provide insights that will guide policy formulation and implementation. The assignment is set to take place from December 1, 2025, to June 30, 2026, and will involve a total of 15 consultancy days. The consultant will need to submit proposals through the UNDP's supplier portal, ensuring compliance with the procurement process outlined by UNDP.

Duties and Responsibilities:
The consultant will have several key responsibilities, including but not limited to:
  • Conducting comprehensive macroeconomic analysis to develop medium-term projections for Montenegro's economy.
  • Evaluating the potential impacts of various structural and fiscal policy measures on macroeconomic indicators such as GDP growth, inflation, and employment rates.
  • Collaborating closely with the Ministry of Finance to understand their specific needs and objectives regarding macroeconomic forecasting.
  • Preparing detailed reports and presentations that summarize findings and recommendations based on the analysis conducted.
  • Engaging with stakeholders to discuss the implications of the projections and policy measures, ensuring that the analysis is understood and actionable.
  • Providing expert advice and recommendations to enhance the Ministry's capacity for macroeconomic planning and policy development.

Required Qualifications:
Candidates must possess a strong background in economics, particularly in macroeconomic analysis and forecasting. A proven track record of working with government entities, especially in the context of fiscal policy and economic planning, is essential. The consultant should demonstrate expertise in quantitative analysis and possess strong analytical skills. Familiarity with the economic context of Montenegro or similar economies will be an advantage. Additionally, the consultant should have excellent communication skills to effectively convey complex economic concepts to non-expert stakeholders.

Educational Background:
A master's degree or higher in economics, finance, or a related field is required for this position. Advanced qualifications such as a PhD in economics or relevant certifications in economic analysis will be considered a significant asset. The educational background should reflect a strong foundation in macroeconomic theory and practice, as well as experience in economic modeling and forecasting techniques.

Experience:
The ideal candidate should have at least 10 years of relevant experience in macroeconomic analysis, with a focus on policy impact assessment. Experience working with international organizations, government agencies, or in consultancy roles related to economic policy is highly desirable. The consultant should have a demonstrated ability to conduct independent research and analysis, as well as experience in presenting findings to diverse audiences.

Languages:
Fluency in English is mandatory, as all reports and communications will be conducted in English. Knowledge of Montenegrin or other regional languages would be considered an asset, as it may facilitate better communication with local stakeholders and enhance the consultant's effectiveness in the role.
