Job Overview:
The position of Data Management Specialist is integral to the success of the Integrated Disease Surveillance Programme (IDSP) and the transition of the National Polio Surveillance Project (NPSP) to the Government of India. The role involves supporting key workstreams for data reporting, management, and utilization, ensuring effective action in the surveillance of vaccine-preventable diseases (VPDs). The specialist will be responsible for migrating VPD surveillance data to the Integrated Health Information Platform (IHIP), developing automated dashboards, and analyzing performance indicators to inform program reviews and corrective actions. This position is critical for maintaining rigorous data quality and management standards and enabling evidence-based decision-making within public health systems. The Data Management Specialist will lead the development of tech-enabled tools and interventions to improve programmatic activities and foster sustainable adoption within existing health systems.

Duties and Responsibilities:
The Data Management Specialist will be responsible for leading the design and implementation of processes and systems for the collection, management, and review of programmatic data. This includes creating automated dashboards and periodic analytical briefs to monitor progress and inform strategy against a developed monitoring and evaluation framework. The specialist will design bespoke data collection solutions to address complex problems in resource-constrained settings and support problem identification on the ground. They will facilitate the management of large-scale, sensitive data repositories and their migration across systems, ensuring accurate interoperability of data. Collaboration with tech teams across government agencies, development partners, and external vendors will be essential for driving timely delivery of programmatic outcomes. The specialist will also provide strategic and analytical support to program workstreams, identify high-impact areas of intervention, coordinate and monitor implementation of programmatic activities, and build trust-based relationships with stakeholders. Additionally, they will support the development of presentations and reports for internal and external stakeholders, synthesize key learnings, and assist with other responsibilities as requested by program leadership.

Required Qualifications:
Candidates must possess a Bachelor's or Postgraduate/Master’s degree with a minimum of 2 years of work experience in fast-paced environments. Experience in management and/or healthcare consulting, development sector consulting, or Big Data management and analytics is essential. Exceptional analytical (qualitative and quantitative) and communication (written and verbal) skills are required, along with strong problem-solving abilities and a positive, solution-oriented approach. An entrepreneurial mindset, the ability to work independently, and strong interpersonal skills are also necessary for building and nurturing relationships in a diverse and challenging environment. High levels of proficiency in Python, Stata/R, Tableau/Power BI/Google Console, Microsoft Excel, PowerPoint, and Word are expected, along with experience in Big Data management and deploying API linkages being preferred.

Educational Background:
The educational background required for this position includes a Bachelor's degree or a Postgraduate/Master’s degree in a relevant field. Candidates should have a strong foundation in data management, analytics, or a related discipline, which will enable them to effectively handle the responsibilities associated with the role.

Experience:
The position requires a minimum of 2 years of relevant work experience in fast-paced environments. Candidates should have experience in management and/or healthcare consulting, development sector consulting, or roles related to Big Data management and analytics. This experience is crucial for understanding the complexities of data management within public health systems and for effectively contributing to the organization's goals.

Languages:
Proficiency in English is mandatory for this position, as it is essential for communication and documentation. Knowledge of additional languages may be considered an asset, particularly if they are relevant to the regions in which the organization operates.

Additional Notes:
The position is full-time and involves frequent travel within and outside the program geography in India. The role is critical to the success of the IDSP and the transition of the NPSP, and candidates should be prepared to engage with multiple stakeholders, including government health leadership and development partners.
