Job Posting Organization: The STRengthening Infectious disease DEtection Systems (STRIDES) Activity is a U.S. Government initiative aimed at enhancing diagnostic networks and surveillance capabilities in partner countries. STRIDES builds upon the Global Healthsecurity" style="border-bottom: 1px dotted #007bff !important;">Security (GHS) and other global health investments to address the urgent need for improved infectious disease detection, surveillance, and data systems. Job Overview: The Program Manager for STRIDES Guatemala is responsible for overseeing the implementation of project activities throughout the entire project lifecycle, from initiation to closure. This role requires comprehensive oversight of project planning, budgeting, resource allocation, and risk management. The Program Manager will coordinate the project team, ensuring that all project goals are met on time and within budget. They will also maintain strong relationships with sub-awardees, provide strategic guidance, and ensure effective communication with all stakeholders. A critical aspect of this role is proactive risk management to ensure the project's success, alongside adherence to organizational policies, donor requirements, and legal standards. The Program Manager will also oversee monitoring and evaluation processes to incorporate lessons learned into future projects and plans.
Duties and Responsibilities: The Program Manager will develop and manage the project workplan, assign tasks according to established project RASCI, and ensure overall progress. They will coordinate team input and submission of reports and project deliverables to stakeholders and funders, updating the project work plan as necessary. The role involves fostering a collaborative work environment, providing guidance and monitoring for project staff, and developing best practices for project execution. The Program Manager will evaluate project progress regularly, ensure budgets reflect project activities, and keep abreast of the latest project management strategies. They will proactively identify potential risks, evaluate their likelihood and impact, and implement risk mitigation strategies. Additionally, the Program Manager will establish communication schedules, lead vendor identification, and coordinate project procurement. They will collaborate with the finance manager to monitor budget expenditures and oversee recruitment processes for project personnel, ensuring quality and compliance with project standards.
Required Qualifications: Candidates must possess a Bachelor's Degree or its international equivalent in fields such as Civil Society, Communication and Social Marketing, Economic Development, Education, Environment, Gender, Health, Nutrition, Research, Technology, Youth, or related fields. A Project Management (PM) Certification is preferred, or equivalent work experience is acceptable. Candidates should have a minimum of 8+ years of relevant experience with project management principles and practices, including at least 2+ years of line management experience. Prior work experience in an NGO, government agency, or private organization, particularly managing U.S. government-funded awards, is essential. Familiarity with U.S. government rules and regulations is also required.
Educational Background: The educational background required for this position includes a Bachelor's Degree or its equivalent in relevant fields such as Civil Society, Communication and Social Marketing, Economic Development, Education, Environment, Gender, Health, Nutrition, Research, Technology, Youth, or related areas. Experience: The position requires a minimum of 8+ years of relevant experience in project management, with at least 2+ years in a line management role. Candidates should have experience managing complex projects, particularly those funded by the U.S. government, and should be familiar with U.S. government contract/acquisition mechanisms. Experience in a non-governmental organization (NGO) or similar environment is highly desirable.
Languages: Proficiency in English is mandatory, with excellent oral and written communication skills required. Additionally, proficiency in Spanish is required, as it is essential for effective communication within the project and with local stakeholders.
Additional Notes: This position is based in Guatemala and may require travel of 10% to 25%.
