Initially focused on the HIV/AIDS epidemic, CHAI has expanded its mission to include a variety of infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis, as well as non-communicable diseases like cancer and diabetes. In India, CHAI works closely with the William J Clinton Foundation (WJCF), which has been active since 2007, focusing on improving health outcomes through partnerships with the Ministry of Health and Family Welfare (MoHFW) and various health initiatives across the country. CHAI employs a diverse team across 15 states in India, emphasizing the importance of talent and dedication in achieving its mission.

Job Overview:
The position of Program Manager is crucial for the successful transition of the National Polio Surveillance Project (NPSP) to the Integrated Disease Surveillance Programme (IDSP) under the National Centre for Disease Control (NCDC). The Program Manager will be responsible for delivering training workshops at various administrative levels, developing job aids, and monitoring the effectiveness of skill-building initiatives. The role requires a strong commitment to building technical and institutional capacity in VPD surveillance, ensuring that frontline staff maintain the necessary competencies and that program managers foster a culture of data use and accountability. The ideal candidate will possess exceptional analytical and communication skills, enabling them to design and implement national training frameworks that align with established guidelines. The position demands extensive travel across India and a flexible approach to work.

Duties and Responsibilities:
The Program Manager will provide advisory support to IDSP program managers at national, state, and district levels, focusing on effective program performance monitoring and capacity building. Responsibilities include strengthening government-led program review meetings, identifying training needs, designing targeted training content, and delivering training workshops. The Program Manager will undertake capacity building activities, disseminate user-friendly tools for program management, and facilitate the development of eLearning modules on VPD surveillance. Building trust-based relationships with health officials and stakeholders is essential, as is the ability to synthesize and document key learnings for dissemination through reports and presentations. The role requires extensive travel to various parts of the country to ensure effective program delivery.

Required Qualifications:
Candidates must possess a Master’s or Bachelor’s degree in public health, medicine, public administration, management, economics, communication, or related fields. A minimum of 4 years of relevant field experience in immunization, VPD surveillance, or capacity building within the public sector is required. Experience engaging with state and district officials, conducting workshops, and developing training modules is strongly preferred. Exceptional interpersonal skills and the ability to build professional relationships in a multicultural environment are essential. Candidates should demonstrate strong analytical and communication skills, an entrepreneurial mindset, and proficiency in Microsoft Office applications.

Educational Background:
The educational background required for this position includes a Master’s or Bachelor’s degree in relevant fields such as public health, medicine, public administration, management, economics, or communication. This educational foundation is critical for understanding the complexities of public health initiatives and the management of health programs.

Experience:
The position requires at least 4 years of relevant field experience, particularly in areas related to immunization, VPD surveillance, or capacity building. Candidates should have a proven track record of engaging with public sector officials, conducting workshops, and implementing capacity-building initiatives. Experience in developing training modules and conducting technical training workshops is highly desirable.

Languages:
Fluency in English and Hindi is mandatory for this position. Proficiency in these languages is essential for effective communication with stakeholders and for delivering training workshops. Additional language skills may be considered an asset.
