Job Overview: The Transport Specialist position is a critical role within the Transport Sector Office of the Asian Development Bank. This position is designed for individuals who are passionate about making a significant impact on the transport sector in developing member countries (DMCs). The specialist will be responsible for articulating and implementing policies and strategies that enhance sustainable and efficient transportation initiatives. This includes processing and administering transport sector assistance projects, technical assistance (TA), and non-lending products and services (NLPS). The role requires a comprehensive understanding of project identification, preparation, appraisal, documentation, and compliance with ADB's operational policies. The Transport Specialist will work collaboratively with internal teams and external stakeholders, ensuring that climate change impacts and best practices are integrated into project designs. The position also involves mentoring junior staff and participating in knowledge-sharing activities within the transport sector.
Duties and Responsibilities: The Transport Specialist will have a diverse set of responsibilities, including: conducting dialogues with government officials and stakeholders on transport sector issues; supporting project identification, preparation, and compliance with ADB policies; ensuring that sustainability and safety are incorporated into project designs; providing guidance to clients in formulating high-quality project documents; assisting Project Team Leaders in various functions; addressing queries and comments from internal reviews; liaising with development agencies for compliance with ADB requirements; coordinating with various departments and agencies in project administration; establishing monitoring systems for project progress; participating in network activities to share knowledge; leading and supervising reporting staff; and mentoring junior staff to enhance their integration and development within the organization.
Required Qualifications: Candidates for the Transport Specialist position must possess a university degree in civil engineering, transportation engineering, transport economics or finance, or sustainable transport, preferably at the post-graduate level. Additionally, candidates should have at least 6 years of relevant professional experience in the transport sector, including international work experience in areas such as urban transport, E-mobility, railways, ports, maritime transport, trade facilitation, and logistics. A strong understanding of transport and communications development issues in Asia is essential, along with expertise in ADB's operations. Candidates should demonstrate skills in project preparation, analysis of policies, and coordination with stakeholders, as well as experience working with multidisciplinary teams.
Educational Background: The educational background required for the Transport Specialist position includes a university degree in a relevant field such as civil engineering, transportation engineering, transport economics or finance, or sustainable transport. A post-graduate degree or equivalent qualification is preferred, as it indicates a deeper understanding of the complexities involved in transport sector projects and policies.
