Job Overview:
The National Communications and Reporting Officer will play a crucial role in supporting the implementation of the Communications team and reporting activities within IOM Philippines. This position involves working closely with the Head of Programmes and the Head of Project Support Unit to develop and implement communication strategies that effectively highlight IOM's work in the Philippines. The successful candidate will be responsible for creating targeted visibility materials, such as communication tools and reports, that showcase IOM's innovative programs and their contributions to global objectives. This role requires a proactive approach to documenting and promoting IOM's efforts in addressing migration challenges, ensuring that communication outputs are timely, high-quality, and aligned with organizational standards.

Duties and Responsibilities:
  • Support the implementation of the communications plan by creating targeted visibility materials that highlight IOM's programs in the Philippines.
  • Collaborate with programme teams to document and promote IOM's work through effective communication and reporting outputs.
  • Prepare and update informational and promotional materials for external partners, including factsheets and profiles.
  • Review and consolidate donor reports and other institutional reporting tasks, ensuring accurate and timely submissions.
  • Compile Talking Points and Briefing Notes, updating key facts and figures in coordination with the Communication and MEAL teams.
  • Liaise with the Regional Project Support Unit and Regional Media and Communications Unit to ensure coordinated communications on regional issues.
  • Review outputs of the CO’s Media and Communications staff for alignment with IOM’s brand guidelines.
  • Contribute to training materials and capacity-building activities for staff to strengthen the CO’s communications capacity.
  • Produce situation reports, project updates, and document good practices in collaboration with the Monitoring and Evaluation team. 1
  • Organize high-profile visibility events, ensuring all logistical and documentation requirements are met. 1
  • Provide technical and administrative support for the Chief of Mission during media interviews and public engagements. 1
  • Develop content for communication campaigns at national, regional, and international levels. 1
  • Provide inputs to the Senior Management Team on communications and reporting issues. 1
  • Undertake duty travels to sub-offices and project locations as necessary. 1
  • Perform other duties as assigned.

Required Qualifications:
  • Master’s degree in Political or Social Sciences, Communications, Journalism, International Cooperation/Relations, or a related field from an accredited institution; or a Bachelor’s degree in the above fields with two years of relevant professional experience.
  • Experience working in NGOs, UN, International Organizations, or Diplomatic missions.
  • Proven experience in writing, reviewing, editing, or producing communication materials, including reports and web content.
  • Experience in donor or institutional reporting is essential.
  • Experience in coordinating events or communication campaigns is an advantage.
  • Skills in graphic design (Adobe programs), photography, or videography are beneficial.
  • Strong writing, editing, and content development skills are required.
  • Good organizational, interpersonal, and coordination skills are necessary.

Educational Background:
Candidates must possess a Master’s degree in Political or Social Sciences, Communications, Journalism, International Cooperation/Relations, or a related field from an accredited academic institution. Alternatively, a Bachelor’s degree in the aforementioned fields is acceptable if accompanied by two years of relevant professional experience. It is important that the educational qualifications are from accredited universities recognized in the UNESCO World Higher Education Database.

Experience:
The position requires candidates to have experience working in Non-Governmental Organizations (NGOs), the United Nations, International Organizations, or Diplomatic missions. Candidates should have a background in writing, reviewing, editing, or producing communication materials, which includes reports, web content, or social media posts. Experience in contributing to donor or institutional reporting is essential, and familiarity with coordinating events or communication campaigns will be considered an advantage. The role demands a high level of professionalism and the ability to work under pressure while adhering to strict deadlines in a fast-paced environment.

Languages:
Fluency in English and Filipino is required for this position, both oral and written. Knowledge of major Filipino dialects is considered an advantage. IOM’s official languages include English, French, and Spanish, and proficiency in these languages may be evaluated during the selection process, which could include written and/or oral assessments.

Additional Notes:
The appointment is subject to funding confirmation, and the selection process may be used to staff similar positions in various duty stations. Recommended candidates will remain eligible for appointment in a similar position for a period of 24 months. National Professional Officers must be nationals of the country of their employment and perform work at the professional level, adhering to the same standards of recruitment qualifications and performance required for International Professional staff. The appointment will also be subject to certification of medical fitness, verification of residency, visa, and authorizations by the concerned Government, where applicable.
