Job Overview:
The Administrative and HR Associate position is crucial for the effective management of human resources and administrative services within the UNFPA Philippines Country Office. Reporting directly to the International Operations Manager, the Associate will collaborate with operations and program staff to ensure compliance with UNFPA policies and procedures. The role involves strategic management of human resources, including HR planning, recruitment, staffing, onboarding, and performance management. The Associate will also be responsible for maintaining personnel records, supporting staff development initiatives, and ensuring compliance with audit recommendations. This position requires a client-oriented approach and a commitment to delivering high-quality HR services that align with the organization's strategic goals.

Duties and Responsibilities:
The Administrative and HR Associate will be responsible for a wide range of duties including:
  • Strategic Management of Human Resources: Leading the development and implementation of the Country Office HR Strategy, ensuring alignment with the Country Programme goals.
  • HR Planning & Advisory Support: Identifying HR needs, ensuring compliance with UNFPA HR policies, and providing guidance on personnel rules and administrative procedures.
  • Recruitment, Staffing & Onboarding: Coordinating recruitment processes, administering personnel actions, and conducting onboarding for new staff.
  • HR Administration & Records Management: Maintaining accurate personnel records, overseeing attendance and leave management, and preparing HR reports.
  • Performance & Learning: Coordinating the Career and Performance Management cycle and supporting staff learning initiatives.
  • Compliance, Audit & Capacity Building: Contributing to the Office Management Plan and ensuring timely responses to audit recommendations.
  • Hiring and Management of Individual Consultants: Reviewing Terms of Reference, identifying candidates, and managing consultant contracts.

  • Administrative Support: Ensuring timely completion of HR administrative requirements and managing UNFPA vehicle matters. 1

Required Qualifications:
Candidates must possess completed Secondary Level Education, with a first-level university degree or higher in Human Resources Management, Business or Public Administration, international development studies, or a related field being highly desirable. A minimum of 7 years of related work experience in administration, human resources, or office management is required. Familiarity with UN personnel and administrative procedures is desirable, along with proven experience in managing HR policies and processes in development organizations. Excellent working knowledge of MS Office and ERP systems is required, as well as the ability to interpret and explain administrative rules clearly.

Educational Background:
The position requires completed Secondary Level Education as a minimum. A first-level university degree or higher in Human Resources Management, Business or Public Administration, international development studies, or a similar discipline is highly desirable, indicating a strong foundation in relevant fields that support the responsibilities of the role.

Experience:
Candidates should have a minimum of 7 years of relevant work experience in administration, human resources, or office management. Experience in managing and implementing HR policies and processes within development organizations is essential. Familiarity with UN personnel and administrative procedures is also desirable, as is experience in team collaboration and leadership.

Languages:
Fluency in English and Filipino is required for this position. Knowledge of other official UN languages is considered desirable, enhancing the candidate's ability to communicate effectively in a diverse work environment.

The position is a fixed-term appointment for a period of one year, with the possibility of renewal based on satisfactory performance. The role does not carry any expectancy of renewal or conversion.
