Job Overview:
The Senior Operations Specialist will play a crucial role within the Operations Coordination Unit of the South Asia Department at ADB. This position is designed for an individual who is ready to contribute to the quality assurance and preparation of management briefing materials, review project documents, and lead the administration of ongoing loans, grants, and technical assistance (TAs). The role requires a proactive approach to support SARD Management in various capacities, including preparing management briefs on macroeconomic developments and policy reforms, coordinating the development of loan and grant projects, and ensuring adherence to ADB guidelines and procedures. The Senior Operations Specialist will also be responsible for mentoring junior team members and representing the department in working groups, thereby enhancing the overall effectiveness of ADB operations in the region.

Duties and Responsibilities:
The duties and responsibilities of the Senior Operations Specialist include: preparing clear and evidence-based management briefs and talking points for internal and external meetings; coordinating the development and processing of selected loan, grant, and technical assistance projects; supporting SARD Management during meetings by preparing records of discussions and minutes; reviewing project documents to ensure alignment with Country Partnership Strategy and adherence to ADB guidelines; strengthening SARD's capacity to demonstrate development effectiveness; monitoring the delivery of projects and technical assistance; providing inputs for standardization and improvement of guidelines and business processes; contributing to country programming missions; supporting the monitoring and administration of ongoing loans, grants, and TAs; leading the processing and implementation of technical assistance; mentoring local staff; and representing the department in assigned working groups.

Required Qualifications:
Candidates for the Senior Operations Specialist position must possess a Master's degree or equivalent in economics, public policy, legal, or related fields. Alternatively, a university degree combined with at least 5 years of specialized experience relevant to the position may be considered. Additionally, candidates should have at least 10 years of relevant experience in program and project management, policy research, or related areas. Experience in processing and administering loans, grants, and technical assistance is essential, along with knowledge of procurement, consultant recruitment, and contract administration procedures in ADB or other multilateral development banks. Candidates should demonstrate expertise in a specific area or across multiple areas, with in-depth knowledge in one area, and have international experience working in various countries, particularly in South Asia.

Educational Background:
The educational background required for this position includes a Master's degree or equivalent in relevant fields such as economics, public policy, or legal studies. A university degree with significant specialized experience may also be acceptable. The emphasis is on having a strong academic foundation that supports the analytical and operational demands of the role.

Experience:
The position requires a minimum of 10 years of relevant experience in programs, project management, policy research, or related fields. Candidates should have a proven track record in processing and administering loans, grants, and technical assistance, as well as experience in working with multilateral development banks. The ideal candidate will have demonstrated credibility in their field of expertise and experience leading projects that contribute to the broader ADB community.

Languages:
Proficiency in English, both written and verbal, is mandatory for this position. Candidates should be able to communicate effectively with key clients in developing member countries. Additional language skills may be considered an asset but are not explicitly required.

Additional Notes:
This appointment is a fixed-term position for an initial period of 3 years, with the possibility of extension for up to 2 additional years or conversion to a regular appointment based on performance and organizational needs. The role is based at ADB's headquarters in Manila, Philippines, and relocation is required, with all reasonable relocation expenses covered.
