Job Overview:
The Senior Digital Systems and Portfolio Analytics Specialist will play a crucial role in leading the digital and analytical transformation of ADB's portfolio management function. This position requires a blend of expertise in data science, portfolio analytics, and digital systems, along with a solid understanding of development operations. The specialist will be responsible for modernizing ADB's portfolio oversight and performing advanced, IT-driven portfolio analytics. Key functions include designing and overseeing advanced portfolio analytics, developing data models and dashboards, ensuring quality assurance of institutional reports, and collaborating with IT departments to align portfolio management needs with IT solutions. The role also involves mentoring junior staff and fostering a culture of data-informed operations within the organization.

Duties and Responsibilities:
The duties and responsibilities of the Senior Digital Systems and Portfolio Analytics Specialist include:
  • Designing and overseeing advanced portfolio analytics, data models, and dashboards to enhance portfolio oversight and decision-making.
  • Supporting the development of new systems such as the Sovereign Operations System (SovOps) and modernizing existing operations systems like the Integrated Disbursement System (IDS).
  • Ensuring quality assurance and timely delivery of institutional and corporate-level portfolio reports.
  • Collaborating with ITD to align PPFD's needs with IT solutions that support project compliance, portfolio administration, and performance reporting.
  • Strengthening PFPM's role as a center of excellence in portfolio data and analytics through innovative data engineering and business intelligence approaches.
  • Mentoring staff and leading knowledge-sharing initiatives to promote a culture of data-informed, tech-enabled operations.
  • Engaging with PAU heads across regional departments to ensure feedback informs the design and refinement of portfolio data models and systems.
  • Leading advanced data analytics to enhance PFPM reporting and insights, applying business intelligence innovations.
  • Documenting PPFD domain data and ADB critical indicators in the Data Catalog to ensure data consistency and transparency. 1
  • Promoting knowledge sharing and developing learning resources to support corporate priorities.

Required Qualifications:
Candidates must possess a Master's degree in Information Technology, Data Science, Business Administration, Economics, Engineering, or related fields. Alternatively, a University degree in these fields combined with at least 5 years of specialized experience relevant to the position may be considered. Additionally, candidates should have at least 10 years of relevant professional experience, including substantial experience in digital systems, data management, portfolio analytics, or business intelligence. Experience in operations, project management, organizational development, or policy formulation is considered a valuable asset. Education or training in IT, data science, or digital systems is also advantageous, particularly in areas such as data management, data modeling, business intelligence, or systems design. International experience working in development across several countries is preferred.

Educational Background:
The educational background required for this position includes a Master's degree in relevant fields such as Information Technology, Data Science, Business Administration, Economics, or Engineering. A University degree in these fields, along with significant specialized experience, may also be acceptable. Candidates should have a strong foundation in data management, data modeling, business intelligence, or systems design, which is essential for the role.

Experience:
The position requires at least 10 years of relevant professional experience, with a focus on digital systems, data management, portfolio analytics, or business intelligence. Candidates should have a proven track record in applying IT solutions to portfolio oversight, compliance monitoring, and performance reporting. Experience in operations, project management, and organizational development is also beneficial, as is familiarity with multilateral development bank operations and project cycles.

Languages:
Proficiency in English is mandatory, with the ability to express ideas clearly in both spoken and written formats. While English is the primary language required for this position, knowledge of additional languages may be considered an asset, particularly in the context of ADB's diverse member countries.

Additional Notes:
This appointment is a fixed-term position for an initial period of 3 years, with the possibility of extension for up to 2 years, conversion to a regular appointment, or termination at the end of the initial period based on ADB's needs and the employee's performance. The role is full-time and based at ADB's headquarters in Manila, Philippines.
