Job Overview:
The position of Technical Lead for MR Surveillance is crucial for strengthening case-based Measles-Rubella (MR) surveillance in India. This role involves monitoring investigation timeliness and specimen adequacy, developing targeted implementation approaches, and providing solutions to resolve implementation bottlenecks while adhering to best-in-class standards. The successful candidate will play a vital role in achieving India's goal of eliminating Measles and Rubella by 2026, ensuring that technical outputs are delivered on time and that interventions align with existing standards. The position requires a highly motivated individual with strong technical, analytical, and program implementation skills, capable of functioning independently in a dynamic environment and thriving in challenging situations.

Duties and Responsibilities:
The Technical Lead for MR Surveillance will be responsible for ensuring adherence to international standards for MR surveillance, monitoring key indicators, and identifying bottlenecks in the system. Duties include conducting trend analysis, generating feedback for stakeholders, supporting the development of implementation guidelines, and facilitating capacity-building modules. The role also involves providing strategic insights into workflow adaptations, developing tech-enabled solutions, and cultivating relationships with health leadership across various surveillance units. The candidate will lead knowledge management efforts, represent the PMU at technical forums, and participate in sub-national visits to align priorities for MR surveillance. Frequent travel across the country is expected, along with synthesizing and documenting key learnings for dissemination to stakeholders.

Required Qualifications:
Candidates must possess an MBBS and an MD or a post-graduate degree in public health, public policy, management, or development. A minimum of 10 years of professional experience in public health, particularly in senior managerial or leadership roles, is required. Demonstrated experience in MR surveillance at the national or state level is essential, along with a proven record of developing effective partnerships and influencing policy decisions. Strong written and oral communication skills are necessary, as well as the ability to work in challenging multi-stakeholder environments. An entrepreneurial mindset and proficiency in data analytics using MS Office are preferred, along with a willingness to travel frequently across the country.

Educational Background:
The educational background required for this position includes an MBBS degree and an MD or a post-graduate degree in relevant fields such as public health, public policy, management, or development. This educational foundation is critical for understanding the complexities of public health systems and the specific challenges associated with disease surveillance and management.

Experience:
The position requires a minimum of 10 years of professional experience in public health, particularly in demanding and results-oriented environments. Candidates should have held senior managerial or leadership positions and possess demonstrated experience in MR surveillance at either the national or state level. Experience in leading teams and providing high-end technical support in public health is highly desirable, as is a proven track record of working effectively in multi-stakeholder environments.

Languages:
