Job Overview: The position of Logistics and Supply Chain Lead is crucial for the successful management of logistics and supply chain optimization interventions in the public health context, particularly in infectious disease surveillance. The individual will be responsible for developing standard operating procedures (SOPs) for sample collection, cold chain maintenance, and transport logistics, while also optimizing government resources and monitoring turnaround times. This role is essential for ensuring uninterrupted laboratory performance and diagnostic quality, which are vital for case confirmation and timely outbreak response. The successful candidate will need to provide actionable suggestions to resolve implementation bottlenecks while maintaining high standards, and will be expected to communicate effectively with various nodal agencies. The position requires a proactive individual with strong technical, analytical, problem-solving, and program implementation skills, who can thrive in a dynamic environment and is committed to excellence.
Duties and Responsibilities: The Logistics and Supply Chain Lead will have a comprehensive set of responsibilities, including: closely monitoring laboratory-based surveillance indicators and identifying bottlenecks or risks in adherence to best-in-class standards; supporting the development of implementation guidelines and strategic frameworks; facilitating the creation of capacity-building modules for laboratory surveillance processes; providing strategic insights into workflow adaptations for transitioning to new systems; leading the development of tech-enabled solutions to improve VPD surveillance logistics workflows; collaborating with health leadership across Central and State Surveillance Units to implement pathways for change; building and maintaining trust-based relationships with government stakeholders and development partners; leading knowledge management and sharing best practices; representing the PMU at technical meetings; participating in sub-national visits to align priorities for laboratory surveillance; and synthesizing key learnings for dissemination to stakeholders.
Required Qualifications: Candidates must possess a D./ M.B.B.S./ PhD./ M.Sc. in microbiology, supply chain management, or related fields. A minimum of 10 years of professional experience in demanding, results-oriented environments in public health, particularly in senior managerial or leadership roles, is required. Demonstrated experience in public health or supply chain management at national or state levels is strongly preferred, especially in building systems for equitable distribution of supplies to underserved areas. Proven ability to develop and maintain effective partnerships and shape policy decisions with senior government and donor officials is essential. Strong written and oral communication skills, including the ability to develop analyses and presentations for diverse audiences, are necessary. Experience in leading teams in similar assignments and a track record of working in multi-stakeholder environments are also important.
Educational Background: The ideal candidate should have an advanced degree such as a D./ M.B.B.S./ PhD./ M.Sc. in microbiology, supply chain management, or related disciplines. This educational background is crucial for understanding the complexities of public health logistics and supply chain management.
