Job Overview: The Procurement Officer will be responsible for implementing sustainable procurement strategies and policies that align with UNDP's principles of fairness, integrity, and transparency. This role requires ensuring compliance with UNDP rules and regulations while supporting procurement processes for the country office and various projects. The officer will also conduct procurement processes for events, develop sourcing strategies, and facilitate knowledge sharing within the organization. The position demands a proactive approach to integrating procurement into project design and ensuring that procurement practices contribute to UNDP's sustainable development goals.
Duties and Responsibilities:
Implement sustainable procurement strategies and policies to achieve best value for money while ensuring compliance with UNDP regulations.
Support procurement processes for the country office and projects, providing guidance on procurement plans and preparing RFQs, ITBs, or RFPs.
Conduct procurement processes for events, ensuring all documentation aligns with internal procedures.
Develop sourcing strategies to find the best values in the marketplace and maintain updated supplier rosters.
Facilitate procurement training for staff and vendors, sharing best practices and lessons learned.
Perform other duties as necessary for the efficient functioning of the office and organization.
Required Qualifications: Candidates must possess a minimum of secondary education, with a university degree in Business Administration, Public Administration, Finance, Economics, or a related field being advantageous. CIPS level 2 certification is highly desirable, and candidates holding this certification at the time of application will have a distinct advantage. If not held at the time of recruitment, it should be obtained within one year of employment. Candidates with CIPS certification at any level will also have a proportionate advantage.
Educational Background: The educational background required includes a secondary education as a minimum, with preference given to candidates holding a university degree in relevant fields such as Business Administration, Public Administration, Finance, or Economics. CIPS certification is highly desirable, particularly level 2, which should be obtained within one year if not already held.
Experience: The position requires a minimum of 5 years of relevant administrative experience at the national and international level for candidates with a high school diploma, or 2 years for those with a bachelor's degree. Experience in public sector procurement, contract management, and familiarity with web-based management systems such as ERP, SAP, or Ariba is preferred. Experience working with international organizations is considered an asset.
Languages: Fluency in English and Vietnamese is mandatory for this position, ensuring effective communication within the organization and with stakeholders.
