In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment:
> Division for the Advancement of Women (DAW)
> International Research and Training Institute for the Advancement of Women (INSTRAW)
> Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI)
> United Nations Development Fund for Women (UNIFEM)
The main roles of UN Women are:
> To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms.
> To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society.
> To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

Job Overview: The position of Senior National Consultant involves drafting Chapter 10 of the Country Gender Equality Profile (CGEP) for Vietnam, focusing on key gender issues related to technology and digital transformation. The consultant will collaborate closely with the UNESCO team on the section concerning Artificial Intelligence and its implications for gender equality. This role requires a deep understanding of gender issues in technology and the ability to analyze and synthesize data to provide actionable recommendations. The consultant will work under the technical guidance of an International Consultant and will be responsible for ensuring that the chapter aligns with the overall CGEP approach. The consultant is expected to engage with various stakeholders, including public sector officials and civil society representatives, to gather insights and validate findings. The timeline for this project spans from October 2025 to June 2026, with specific deliverables due at various stages throughout the process.
Duties and Responsibilities: The Senior National Consultant will be responsible for the following duties:
Drafting Chapter 10 on Technology, Digital Transformation, and Artificial Intelligence, ensuring it aligns with the overall CGEP framework.
Conducting a comprehensive desk review and secondary data analysis on gender issues in technology and digital transformation in Vietnam.
Collaborating with the UNESCO team to integrate their insights on Artificial Intelligence into the chapter.
Coordinating with the CGEP team leader to ensure timely progress updates and adherence to deadlines.
Revising the chapter based on feedback from the Advisory Group and participating in validation workshops.
Preparing a presentation and an executive summary of the chapter for dissemination at national workshops.
Engaging with stakeholders to validate findings and recommendations, ensuring a participatory approach throughout the process.
Adhering to international norms and standards on gender equality and women's empowerment in the drafting process.
Required Qualifications: The position requires the following qualifications:
A Master’s degree or equivalent in social sciences, gender and development, or a related field.
At least 20 years of progressively responsible work experience in gender equality, particularly in Vietnam.
Proven experience in leading research on gender equality in technology and digital transformation.
Demonstrated ability to produce high-quality reports on gender equality issues.
Excellent analytical skills with a strong drive for results and the ability to work independently.
Strong communication and writing skills, with samples of previous work required for consideration.
Core competencies include integrity, professionalism, respect for diversity, awareness of gender issues, accountability, creative problem-solving, effective communication, inclusive collaboration, stakeholder engagement, and leadership.
Educational Background: Candidates must possess a Master’s degree or equivalent in social sciences, gender and development, or a related field. This educational background is essential for understanding the complexities of gender issues and the socio-economic context of Vietnam, particularly in relation to technology and digital transformation.
Experience: The ideal candidate should have at least 20 years of progressively responsible work experience in the field of gender equality, with a specific focus on Vietnam. This experience should include leading research initiatives related to gender equality in technology and digital transformation, as well as producing high-quality reports that contribute to policy and operational recommendations. Previous experience in drafting a Country Gender Equality Profile is considered an advantage, as it demonstrates familiarity with the requirements and expectations of such reports.
Languages: Fluency in English is mandatory, as the consultant will be required to produce written reports and engage in discussions with international stakeholders. Proficiency in Vietnamese is also essential for effective communication with local partners and stakeholders. Additional language skills may be beneficial but are not mandatory.
