Job Overview: The Consultant for Community Engagement and Policing will play a crucial role in supporting the Community Engagement and Policing (CEP) unit within the Peacebuilding and Stabilisation Division of IOM. This position involves providing technical support to the Ministry of Interior (MoI) in Iraq, particularly in advancing the community policing model. The consultant will work closely with the Programme Officer to manage the program effectively, ensuring that community policing approaches are implemented at the local level. The role requires a strategic mindset to design and implement initiatives that foster collaboration between police and communities, ultimately aiming to enhance trust and security" style="border-bottom: 1px dotted #007bff !important;">security in the region. The consultant will also be responsible for monitoring project progress, analyzing data, and preparing reports to inform stakeholders and improve program delivery.
Duties and Responsibilities: The consultant will be tasked with several key responsibilities, including:
Contributing to the development of strategic approaches for community engagement and supporting the MoI in implementing the Community Policing Strategic Roadmap.
Providing technical advice to the MoI Strategic Centre and the National Advisory Forum (NAF) on establishing effective monitoring and evaluation mechanisms.
Monitoring and analyzing project progress, preparing progress reports, and offering actionable recommendations for improvement.
Collecting, reviewing, and analyzing qualitative and quantitative data in collaboration with MEAL and Project Development Units.
Ensuring quality control and timely dissemination of data collected from various stakeholders.
Engaging in technical meetings with senior MoI officials and international partners to ensure alignment and support for CP initiatives.
Collaborating with CP Programme Assistants to operationalize a stakeholder engagement strategy.
Coordinating and delivering workshops, training sessions, and field visits to strengthen the capacity of MoI and CP.
Drafting and reviewing concept notes, proposals, and other donor-facing documents in collaboration with IOM’s Programme Support Unit. 1
Traveling frequently within Iraq to provide in-country technical support and coordination with stakeholders. 1
Performing other tasks as required to support program objectives.
Required Qualifications: Candidates must possess a Master’s degree in International Relations, Political Science, or a related field from an accredited institution, along with two years of relevant professional experience. Alternatively, a Bachelor’s degree in the same fields with four years of relevant experience is acceptable. The ideal candidate should have proven experience in project management and implementation, particularly in law enforcement and community policing contexts. Strong background in engaging with government representatives, police, civil society, and communities is essential. Experience in liaising with donors and managing grants is desirable, as is familiarity with IOM or other UN agencies. Previous experience in Iraq or the region is considered an asset.
Educational Background: The educational requirements for this position include a Master’s degree in International Relations, Political Science, or a related field from an accredited academic institution. Candidates with a Bachelor’s degree in the same fields are also eligible if they have four years of relevant professional experience. This educational background is crucial for understanding the complexities of community engagement and policing in a post-conflict environment.
Experience: The position requires candidates to have a minimum of two years of relevant professional experience if they hold a Master’s degree, or four years if they have a Bachelor’s degree. Candidates should have a proven track record in project management and implementation, particularly in contexts related to law enforcement and community policing. Experience in engaging and coordinating with various stakeholders, including government representatives, police, civil society, and communities, is essential. Familiarity with IOM and/or other UN agencies is advantageous, as is previous experience in Iraq or the surrounding region.
Languages: Fluency in English is mandatory for this position, as it is the primary language of communication within IOM. Additionally, fluency in Arabic is considered an advantage, given the local context and the need for effective communication with various stakeholders. Proficiency in other languages, particularly those relevant to the region, may also be beneficial. Language skills will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The consultant position is subject to funding confirmation and will require the candidate to be medically fit for appointment. The role involves frequent travel within Iraq to provide technical support and coordination. IOM covers consultants against occupational accidents and illnesses under the Compensation Plan, but does not provide evacuation or medical insurance for non-occupational incidents. Candidates are responsible for their own medical insurance and must provide proof of coverage before starting work.
