Job Overview:
The Associate Communications Officer position is a newly created role within the OSCE Secretariat, specifically designed to enhance the organization's communication efforts. The successful candidate will be responsible for providing a full range of communication support, advice, and products, with a primary focus on digital communications. This role requires close collaboration with other communications staff and departments to ensure that the OSCE's visibility and recognition are improved through effective communication strategies. The incumbent will manage the OSCE public website, ensuring that it is up-to-date and meets the needs of various audience groups. The position also involves guiding internal contributors, creating communication products, and supporting events and conferences, all while maintaining a high standard of professionalism and coordination across the organization.

Duties and Responsibilities:
The Associate Communications Officer will have a diverse set of responsibilities, including:
  • Maintaining the content and structure of the OSCE public website on a daily basis, utilizing the content management system and working closely with the Web Developer.
  • Guiding and supporting a network of internal website contributors, providing troubleshooting, training, and coaching as necessary, while ensuring adherence to content guidelines and policies.
  • Collaborating with OSCE Secretariat programs and departments to create and deliver communication products that align with organizational priorities.
  • Ensuring coordinated communication efforts with OSCE Institutions and Field Operations, promoting a streamlined and professional approach.
  • Developing engaging texts, visuals, and stories for distribution across various communication channels.
  • Participating in a duty roster and performing other duties as required to support the overall communication strategy of the OSCE.

Required Qualifications:
Candidates must possess a second-level university degree in journalism, communications, multimedia, political science, international affairs, or a related field. Alternatively, a first-level university degree combined with two additional years of relevant experience will be accepted. A minimum of two years of progressively responsible professional experience in communications is required, with a preference for experience in international organizations, NGOs, or journalism. Candidates should demonstrate strong writing, editing, and production skills, as well as the ability to present the organization's activities convincingly to external audiences. Familiarity with content management systems, particularly Drupal, is highly desirable. Additionally, candidates should exhibit gender awareness and sensitivity, and the ability to work collaboratively with diverse teams.

Educational Background:
The educational background required for this position includes a second-level university degree (Master's degree) in relevant fields such as journalism, communications, multimedia, political science, or international affairs. In cases where candidates hold a first-level university degree, they must have two additional years of relevant experience to qualify for the position. This educational foundation is essential for understanding the complexities of communication within an international context.

Experience:
The position requires a minimum of two years of progressively responsible professional experience in communications, which may include social media management, multimedia production, and website management. Candidates with a first-level university degree must have at least four years of relevant experience. Experience in an international organization, non-governmental organization, or as a journalist is preferred, as it provides the necessary context for understanding the OSCE's mission and communication needs.

Languages:
Professional fluency in English is mandatory, with excellent oral and written communication skills. Knowledge of another OSCE official language is considered desirable, as it enhances the ability to communicate effectively with a broader audience and supports the organization's multilingual communication strategy.

This position is classified as an international secondment, and candidates must be nominated by their respective participating States.
