Job Overview:
The consultant will play a crucial role in assessing the organizational culture within OMiK. This involves capturing staff perceptions of the working environment, evaluating the alignment between the organization's stated values and actual behaviors, and identifying both cultural enablers and barriers to inclusion and collaboration. The consultant will also assess how leadership practices influence the organizational culture and provide strategic recommendations to enhance staff engagement and foster a values-based, adaptive culture. The consultancy will focus on culture, recognizing its links to structure and strategy, and will prioritize confidentiality and psychological safety throughout the process.

Duties and Responsibilities:
The consultant's responsibilities include designing the assessment methodology and tools in consultation with stakeholders, facilitating data collection through mixed methods such as document reviews, interviews, and focus groups, and applying intersectional and gender-informed analysis to interpret findings. The consultant will synthesize data into key cultural themes, present findings to leadership, facilitate feedback sessions with staff, and produce a final report with actionable recommendations. Specific deliverables include an inception report, feedback sessions, a data collection summary, and a comprehensive culture assessment report that highlights key themes, strengths, challenges, and practical steps for improvement.

Required Qualifications:
Candidates must have extensive experience in conducting organizational and cultural assessments, particularly in international or mission-based settings. A strong track record in qualitative and participatory research methods is essential. An advanced degree or professional certification in organizational development, sociology, psychology, or a related field is required, with specialized training in gender or diversity analysis being an asset. At least 7 years of professional experience providing strategic advice to senior leadership in relevant organizations is necessary, along with proven expertise in intersectional gender analysis and inclusive methodologies.

Educational Background:
A Master's Degree (Second-level university degree or equivalent) is required for this position. Candidates with advanced degrees in organizational development, sociology, psychology, or related fields will be preferred, especially those with specialized training in gender or diversity analysis in the context of peacebuilding.

Experience:
The position requires at least 7 years of professional experience in providing strategic advice to senior leadership within peacebuilding, development, or humanitarian organizations. Candidates should demonstrate a strong understanding of organizational dynamics and socio-political contexts, particularly in the Western Balkans and Kosovo.

Languages:
Fluency in English is mandatory for this position. Knowledge of additional languages relevant to the region may be considered an asset, enhancing communication and engagement with diverse staff members.

Additional Notes:
The consultancy will be conducted under a Special Service Agreement (SSA) contract type, with a total duration of 20 working days. The consultant will be expected to work both remotely and on-site in Kosovo. Remuneration will be based on the consultant's qualifications and experience, in accordance with OSCE established rates.
