Job Overview:
The ICT Support Specialist will play a crucial role in providing comprehensive ICT support to the IOM mission in Pohnpei and its remote sub-offices across the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau. This position requires a proactive approach to managing and maintaining the ICT infrastructure, ensuring that all systems are operational and meet the needs of the mission. The incumbent will be responsible for installing, configuring, and administering network connectivity, as well as monitoring and maintaining systems to ensure uninterrupted service. The role also involves liaising with service providers, managing user support requests, and implementing IT training for staff and end users. The ICT Support Specialist will be expected to adhere to IOM’s policies and procedures, including those related to IT security" style="border-bottom: 1px dotted #007bff !important;">security and the prevention of sexual exploitation and abuse.

Duties and Responsibilities:
  • Install, configure, implement, and administer network connectivity (LAN/WAN/Wireless access/VPN).
  • Assist in planning and developing IT networks and system infrastructure, including telecoms, while recommending necessary upgrades and modifications.
  • Monitor and maintain systems and networks daily, ensuring uninterrupted service of mission-critical ICT systems.
  • Administer and configure the SharePoint Online site, providing access to users as needed.
  • Liaise with service providers for adequate IT services and supplies.
  • Maintain an up-to-date ICT inventory and inform the supervisor about assets requiring replacement or software license renewal.
  • Produce and maintain comprehensive ICT documentation and reference materials.
  • Address all user support requests promptly and allocate resources accordingly.
  • Support the implementation of IOM ICT standards, policies, and guidelines. 1
  • Provide IT training to staff and end users. 1
  • Offer guidance on phishing, password cracking, malware, etc. 1
  • Comply with IOM’s policies and procedures. 1
  • Undertake duty travel as required. 1
  • Perform other duties as assigned.

Required Qualifications:
  • Bachelor’s degree in computer science, telecommunications, electronic engineering, or a related field with two years of relevant experience; or a high school certificate with four years of relevant experience.
  • Relevant certifications such as AWS or Azure Cloud Certification (Associate), Microsoft Certification (MCP or above), CCNA+, Avaya, CompTIA Network+, VCP, or ITIL are advantageous.
  • Accredited universities must be listed in the UNESCO World Higher Education Database.

Educational Background:
Candidates must possess a Bachelor’s degree in a relevant field such as computer science, telecommunications, or electronic engineering. Alternatively, a high school certificate combined with extensive relevant experience is acceptable. Additional certifications in cloud services and networking are considered beneficial and may enhance a candidate's profile.

Experience:
Candidates should have a minimum of four years of relevant experience in administrating Windows Server 2016 and LAN/WAN networking environments. Extensive experience in providing direct user technical support and troubleshooting computer, network, and communication equipment is essential. Proven experience in supporting Office 365 and cloud-based solutions is also required.

Languages:
Fluency in English is mandatory, both oral and written. A working knowledge of Pohnpeian is considered an advantage. Proficiency in IOM’s official languages, which include English, French, and Spanish, will be evaluated during the selection process, potentially through written and/or oral assessments.

Additional Notes:
The position is subject to local recruitment, and only candidates holding a valid residence and work permit for the Federated States of Micronesia will be considered.
