Job Overview:
The Chief Field Office position is a temporary role aimed at ensuring continuity of leadership and operations at the Field Office in Chiapas. The incumbent will manage and lead the total programme commitment of the field office, representing UNICEF in the State of Chiapas. This role involves overseeing various programme sectors and operational service teams, ensuring the delivery of quality results aligned with UNICEF’s programme of cooperation and the Country Programme Management Plan. The Chief Field Office will focus on effective management of UNICEF presence, staff, and assets, knowledge management for programmes, programme development and management, and monitoring and evaluations. The position also emphasizes national and local capacity building, advocacy, and collaboration with partners to address the needs of vulnerable children affected by migration and humanitarian pressures.

Duties and Responsibilities:
  • Effective management of UNICEF presence, staff, and assets in Chiapas.
  • Lead knowledge management initiatives for programmes to enhance learning and sharing of best practices.
  • Develop and manage programmes that align with UNICEF’s goals and objectives.
  • Ensure optimum use of programme funds through effective financial management.
  • Monitor and evaluate programme outcomes to ensure accountability and effectiveness.
  • Implement a rights-based and results-based programme management approach.
  • Build national and local capacity for sustainability in programme implementation.
  • Advocate for children's rights at national, community, and family levels.
  • Foster partnerships, coordination, and collaboration with local and national stakeholders.

Required Qualifications:
  • An advanced university degree (master's degree) in social sciences, international relations, public administration, government, public relations, public or social policy, sociology, or community development.
  • A minimum of five years of professional work experience in programme management, planning, monitoring, and evaluation, preferably related to children’s rights.
  • Supervisory experience is required.
  • Experience working in the southern region of Mexico is preferred.
  • Relevant experience in a UN system agency or organization is considered an asset.

Educational Background:
Candidates must possess an advanced university degree (master's degree) in relevant fields such as social sciences, international relations, public administration, or related technical fields. A bachelor's degree may be accepted with additional relevant work experience.

Experience:
Candidates should have a minimum of five years of professional work experience in programme management, planning, monitoring, and evaluation, particularly in contexts related to children's rights. Supervisory experience is also required, along with familiarity with the southern region of Mexico.

Languages:
Fluency in Spanish is mandatory, and proficiency in English is also required. Additional fluency in English is considered desirable.
