Job Overview:
As a Rail Rolling Stock Sector Engineer at the EIB, you will be at the forefront of assessing and guiding significant capital investment projects in the rail sector. This role is pivotal in ensuring that transport initiatives are not only technically sound but also environmentally and economically viable. You will be responsible for evaluating projects from multiple perspectives, including technical, environmental, economic, and financial aspects. Your expertise will contribute to the EIB's mission of modernizing and innovating the transport sector, impacting millions of people across Europe. This position requires regular office presence at the EIB headquarters in Luxembourg, and you will have the opportunity to work in a dynamic and international environment, collaborating with talented professionals from various disciplines.

Duties and Responsibilities:
  • Review new projects and programmes to ensure alignment with the EIB’s Transport Lending Policy and other relevant requirements.
  • Evaluate the technical and environmental aspects of transport projects, particularly in the rail rolling stock sector, ensuring compliance with procurement processes and operational standards.
  • Collaborate with economists to identify and manage technical risks, supporting the overall economic and financial assessment of projects.
  • Monitor the implementation of investments and programmes, ensuring adherence to loan conditions and EIB policies throughout the project lifecycle.
  • Work closely with monitoring teams to identify and mitigate reputational or financial risks for the Bank.
  • Prepare high-quality reports summarizing findings to support decision-making processes.
  • Provide technical input for documents used by the Bank’s decision-making bodies.
  • Offer technical advice and support for projects and investments, contributing to capacity building and broader initiatives within and outside the EU.
  • Collaborate with other EIB departments, the European Commission, international financial institutions, and industry associations on transport policy and sector questions. 1
  • Stay updated on developments in rolling stock technologies, market trends, and regulations, supporting your department with sector-wide tasks. 1
  • Contribute to sector studies, policy papers, and analyses in your areas of expertise. 1
  • Represent the EIB at selected sector events, sharing knowledge and building relationships.

Required Qualifications:
  • A university degree (minimum equivalent to a Master’s) preferably in Engineering.
  • Postgraduate qualifications and/or professional experience in relevant fields such as economics or transport planning would be advantageous.
  • At least 5 years of relevant professional experience in transport, preferably within the railway rolling stock sector, including areas such as rolling stock procurement, manufacturing, operations, and technical advisory.
  • Preferred experience includes technical or environmental project monitoring throughout the project lifecycle, with expertise in planning, design, construction, supervision, commissioning, procurement, contract management, operations, or maintenance.
  • Excellent knowledge of English and/or French, with a good command of the other language. Knowledge of German and other EU languages would be a strong advantage.

Educational Background:
Candidates must possess a university degree equivalent to a Master’s, preferably in Engineering. Additional postgraduate qualifications in relevant fields such as economics or transport planning are considered an asset. The educational background should provide a solid foundation for understanding the technical and regulatory aspects of transport projects, particularly in the rail sector.

Experience:
The position requires at least 5 years of relevant professional experience in the transport sector, with a strong preference for experience in the railway rolling stock sector. Candidates should have a proven track record in areas such as rolling stock procurement, manufacturing, operations, and technical advisory. Experience in technical or environmental project monitoring throughout the project lifecycle is highly desirable, along with expertise in planning, design, construction, supervision, commissioning, procurement, contract management, operations, or maintenance.

Languages:
Proficiency in English and/or French is essential, with a good command of the other language. Knowledge of German is a strong advantage, and familiarity with other EU languages would also be beneficial. Proficiency in both English and French is crucial for career development within the EIB, as both languages are official working languages of the organization.

This is a full-time position at grade 5, offering a permanent contract. The EIB provides relocation support for candidates moving to Luxembourg. Panel interviews are anticipated for January.
